The painter position is located at the Illiana VA Healthcare, Danville, IL in the Facility Management & Engineering Service. The incumbent is responsible for a variety of assignments relative to painting, glazing, plastering, hanging and spraying. The assignments are interior and exterior surfaces.

Duties

Redecorating offices, wards, corridors, dining halls, living quarters, and shop buildings. Preparing coating material by tinting, toning, matching, blending, and mixing various additives. Painting and refinishing furniture, wood and metal, such as desks, cabinets, chairs, operating room and laundry equipment. Applying special finishing techniques such as marbling and graining. Glazing and caulking windows, cutting and installing. Cutting stencil, painting signs and blending and mixing colors Installing vinyl wall coverings, hanging paper, etc. Painting parking lot lines Prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. Work Schedule: Monday-Friday / 7:00 am - 3:30 pm Position Description Title/PD#: Painter/PD8129A Relocation/Recruitment Incentives: Not authorized Physical Requirements: This position requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The employee frequently lifts, carries and sets up equipment that weigh up to 10 pounds. Occasionally, the employee may handle materials that weigh 40 pounds or over. Physical Effort & Work Conditions: Paint Leaders work in shops and at job sites. When working in a shop, paint leaders may stand for extended periods while operating machines such as paint mixers and shakers. The work requires considerable bending, kneeling, and stooping. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials such bags of dry mix patching compounds, five gallon paints, spray machines, scaffolding and other building and construction materials. Some work is performed in shop areas where the worker is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. When working at job sites, workers may be exposed to weather conditions and the hazards of working on and around scaffolds and ladders. They are subject to cuts, bruises, and contusions. Paint leaders may work in confined areas such as crawl spaces and attics which may be dusty and dirty. They use protective devices such as ear plugs, safety glasses, respirators, and gloves.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Evidence of training or experience should include: Performing work related to a Painter such as working on ladders and stages, laying drop cloths, preparing surfaces for painting, applying stain, varnishes, lacquers, waxes and other finishes. Knowledge of and experience mixing paints for interior and exterior surfaces, painting all types of surfaces, skill in preparation and coating methods and techniques; skill in matching, tinting, toning and blending coating materials and in combining agents (i.e., catalysts, drying agents and retardants) with coating materials by any of the accepted techniques, including those used for getting special effects. Skill in smoothing out brush and roller marks and preventing drips, runs and skips with skill in patching ability to obtain the smoothest surface level as possible. Must have the ability to read and apply directions that relate to the mixture, use and application of various kinds of coating materials solvents and pre-coating agents such as paint, varnish and paint remover. Must be able to cut a straight-line free hand as well as the skill to use specialized tools and straight edges. A Journeyman's level of expertise is needed for applying and repairing the various types of wall covering.
