The incumbent serves as the Program Analyst for the office of Patient Care Service at the Birmingham VA Health Care System (BVAHCS). This role requires a high degree of analytical ability and specialized knowledge of patient flow, bed management systems, interfacility and intra-facility transfers that is essential to providing effective administrative support to the service.
Duties
Duties include, but are not limited to:
Responsible to maintain a database to track a complete and accurate roster of all IFT transfers including the outcome of the transfer.
Serve as the key information expert in creating the data streams essential to the operations, organization, and decision-making processes within patient flow.
Provide analysis that will enable service administration to access risk factors, clinical outcomes and forecast internal and external trends.
Be the resident expert on Veterans Integrated Systems Technology Architecture (VistA) and other VA information system
Adhere to standards outlined by VHA Directive 1094 Interfacility Transfer Policy and by external organizational review such as the Joint Commission for Accreditation of Hospital Organizations (JCAHO) to ensure all eligibility criteria are met for care and treatment, and special mode transportation for all Veterans.
Ensure transfers and admissions are carried out safely, efficiently and appropriately.
Analyze general data generated from a variety of sources (e.g., Corporate Data Warehouse, VistA, DSS, FDCS) to identify issues and report issues by patient, type of patient movement, length of stay, length of decisions to admit, admission delays, direct admissions, interfacility transfers, intra-facility transfers, and service.
Employ informatics for the development and management of data systems assisting managers in the understanding of the complex VA healthcare system and creating the basis for data-driven decision-making for performance management.
Be able to clearly understand the array of informational and data system available through local and national sources (Veterans Integrated Systems Technology Architecture (VistA), Decision Support System (DSS), Computerized Patient Record System (CPRS), VHA Support Service Center Capital Assets (VSSC), Corporate Data Warehouse (CDW), Pyramid Analytics, Power BI, Bed Management Solutions (BMS), Emergency Department Integration Software (EDIS) Board and ClinicComp Essentris.
Understand the clinical programs, clinical practice models, medical center and VA operational systems, and resource utilization.
Manage all workload capture systems assuring all transfer, admissions, discharges and other forms of workload are completed in the appropriate timeframes.
Be able to plan and/or accomplish special projects and audits.
Use standard approaches to perform a variety of duties related to special projects involving administrative or support issues.
Performs other duties as assigned by management.
Work Schedule: Monday-Friday, 6:30am-3:00pm, Subject to change based on agency needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understanding and knowledge of the data streams and file systems of VIstA and understanding their operation and organization with the system to access and tap into important data and information data and information bases; Willing to be resourceful and self-directed with the ability to prioritize and fulfill simultaneous needs, often dealing with complex issues requiring skill and diplomacy for mutually acceptable resolution of issues; Ability to retrieve, track and trend information needed for reporting. Management analysis techniques and methods are required to refine information for comprehensive reports, addressing elements such as cost analysis, work measurement, trend analysis, efficiency, effectiveness and productivity; Capability to exercise sound judgement and decision-making as well as independently carryout the expectations, task, responsibilities and intent of the position; Possess the knowledge of analytical investigative techniques concerning the efficiency and effectiveness of work operations carried out by administrative personnel, or substantive administrative support functions with a service line of medical center related to preparing and coordinating budget, staff, and project papers and reports. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. OR,
Combination: Applicants may qualify with a combination of specialized experience and education. Applicants qualifying based on education must submit a copy of transcripts (unofficial transcripts are ok). The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. Example: an applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending, or prolonged sitting may be required, The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
