The incumbent serves as the Supervisory Biomedical Engineer for the Projects and Lifecycle Management Section of the Healthcare Technology Management Service. The Supervisory Biomedical Engineer is recognized as a technical expert and advisor on all clinical engineering / healthcare technology related issues at the Ann Arbor VA Hospital. The incumbent assist in the clinical engineering management of a complex, technically sophisticated and service-oriented healthcare technology program.
Duties
The Supervisory Biomedical Engineer supports and advances patient care under the direction of the Chief of Healthcare Technology Management by applying engineering and administrative skills to healthcare technology as demonstrated in the following major responsibilities.
a. Assist with the medical equipment management program that meets or exceeds current Joint Commission, NFPA and other pertinent regulatory requirements. The breadth of technology is typical of a tertiary care and university-affiliated institution. The incumbent could be consulted as a technical expert to evaluate and review other HTM programs for the Veterans Integrated Service Network (VISN).
b. Manges a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA and Joint Commission requirements. The incumbent may be required to analyze recall and safety alert programs for other medical centers and/or conduct medical equipment investigations for the VISN or National Program Office.
c. Serves as an advisor to senior clinical and leadership staff on medical technology, including existing and emerging technology, addressing viability, long-term suitability, compatibility, and/or safety. May be required to serve as a technological advisor to the VISN 10 Equipment Committee on technology management and programmatic procurements.
d. Assist with capital asset and infrastructure planning for medical equipment spanning initial concept, installation and effective implementation of complex medical systems. Analyzes organizational and operational problems develops timely and economical solutions to meet facility, VISN and/or National needs.
e. Serves as an institutional expert who directly supports the most complex and specialized clinical technology including service, system administration, training and quality assurance for multiply sites.
f. Shared oversight for the programmatic implementation of the Medical Device Protection Program (MDPP) that encompasses pre-procurement assessments, medical device isolation architecture (MDIA), communication, training, validation, remediation, patching and secure remote connectivity of networked medical systems. May be required to serve as a technical expert on medical technology information security for the VISN and/or National Workgroups.
g. Serves as a technical expert who directly supports numerous VISN hosted health information systems i.e. Radiology PAC's, Cardiovascular PAC's, Clinical Information Systems (CIS) and Anesthesia Record Keeper (ARK) including service, system administration, quality assurance and following the Medical Device Protection Program (MDPP) standards.

Basic Requirements
a. Citizenship:
Must be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with [VA Handbook 5005, Part II,] chapter 3, section A, paragraph 3.g.)
b. English Language Proficiency:
Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
c. Education and/or Experience:
The individual must meet either item (1) or (2) below to meet this requirement:
(1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.
OR,
(2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above.] II-G38-2 March 25, 2019 VA Handbook 5005/104 PART II APPENDIX G38 c. Grandfathering Provision. All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation.
For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) Such employees in an occupation that does not require a certification/registration, may be reassigned, promoted, or demoted within the occupation.
(2) Employees who are appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended, or be reappointed on a temporary, or permanent basis, until they fully meet the basic requirements of the standard.
(3) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or certification/registration, that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation.
(4) If an employee, who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision, leaves that occupation, the employee loses protected status, and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. d. Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service. e. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Preferred Experience:
Experience with VA Medical Equipment Management Plans.
Experience with VA contracting.
Experience with VA capital asset purchasing and deployment.
Experience with VA Medical Device Protection Program.

Physical Requirements:
A significant portion of task performed will be utilizing a computer workstation for extended periods of time configuring software and managing networked medical systems. This will involve prolonged periods of sitting or standing while viewing digital displays. This position will also involve lifting, carrying items weighing up to 40lbs (pounds) on an occasional basis. The work requires frequent standing, walking, bending, crouching, reaching and stooping. Climbing and working on ladders may be required. Some work may require the use of a magnifying lenses and or microscopes to accomplish repairs on miniature components. The majority of work will be performed in well lighted, heated and ventilated areas.
