This vacancy is for an Equal Employment Manager position in the Equal Employment Opportunity and Diversity and Inclusion Office, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Organize the assignments of informal contacts for specialists functioning as counselors, mediators, and monitors of complaints to final resolution or final judgments.
Develop implement and operate the Census Bureau’s Diversity and Inclusion Program in accordance with Office of Personnel Management (OPM), federal and department regulations, policies, and procedures.
Advise employees and applicants on procedures for filing discrimination complaints; review the counselor’s report and intake packages for submission to Department of Commerce (DOC), Office of Civil Rights (OCR) Program Office.
Review proposed regulations, policy statements, and directives to assure consistency with Census Bureau operations and policies.

Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; applying regulations, official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); applying communicative techniques to effectively and diplomatically interact with internal and external customers.
Education: Education cannot be substituted for experience at this grade level.
