This Medical Administrative Assistant position is in Business Office at Manchester VA Healthcare System, located at the Manchester, NH campus. This position is a full-time at 40 hours per week.
Duties
Duties include, but are not limited to:
Interprets VA rules and regulations relating to determining legal entitlement to medical benefits.
Process administrative issues surrounding, beneficiary death, seriously ill cases, elopements, suicides, assaults, death on arrival (DOA's), homicides, codes, and facility or community disasters, etc.
Provide administrative authority, guidance, and advice to the Medical Officer of the Day (MOD), and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Perform administrative matters as the MOD does for clinical matters, working as a team to carry out top management responsibility during other than regular working hours. Promote harmonious working relationships among patients, public, and staff.
Directly intervenes when problems regarding patients activity occur, advising clinical staff of appropriate administrative action.
Oversee determination of applicant's eligibility, obtaining income and insurance information for appropriate applicants, counseling Veterans with respect to assignment of priority groups and copayments if applicable.
Determine extent of release of medical or social data from patient's records. Safeguards and ensures rights of patient.
Administratively approves and coordinates tests/procedures/transfers to other VA medical centers or non-VA facilities when care is unavailable at this medical center. Locates available source and authorizes VA payment of services at community hospitals, or resolves in accordance with established policy.
In the absence of the Bed Management staff, coordinates patient's referrals and transfers to and from the medical center. Prepare daily electronic Gains and Losses sheet, and other related statistical reports.
Provide daily written report/log of all activities occurring during tour of duty. Brief on-coming shift of pending events.
Ensure that VistA system is operational; evaluates and resolves computer related problems as directed by IRM. Ensures ADP security for own computer/computer system access. During other than normal tours, provide guidance to other HAS or facility staff regarding legal and quasi-legal matters defined in VA directives and interprets VAMC policies, as they relate to patients care and treatment.
Responsible for calling and/or directing in all necessary employees on an overtime basis to attend to patient care needs or for emergency repairs, etc. Secures resources of services needed to manage the medical center.
Enforce Medical Center policy that only authorized personnel are allowed into certain areas after regular duty hours. Maintain visitor log. Safeguards and manages valuable and clothing room activities.
Makes, cancels, reschedules appointments in appointment management following established procedures/directions. Ensure capture of insurance or other reimbursement services and entering into the Insurance Card Buffer (ICB) software as appropriate. Capture necessary income data for required patient means or copay tests.
Represents management in matters pertaining to the lawful retention of Veterans in the VAMC.
Maintains continuity of functions and provides full medical administrative support during other than normal tours of duty to clinical and administrative medical center staff.
Prepares and types a variety of reports and correspondence which is disseminated within and outside of the Medical Center, and inputs a variety of data into the VistA/CPRS systems.
Assume control of communications and notifications in the event of local and civil disasters, in accordance with local facility plan.
Work Schedule: Monday - Friday Midnight - 8:00 am and 3:30 pm - Midnight
Telework: Telework Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interprets administrative policies and requirements, defines administrative requirements and provide advice to management; scheduling, coordinating transfers, determining eligibility, preparing correspondence, interpreting regulations.

Physical Requirements: The work is mostly sedentary, although there is some walking, bending and lifting.
