This position is located within the Atlanta VA Health Care System of the Veterans Health Administration (VHA). The person in this position serves as the Photographer (Medical) in the Medical Media Services, performing the daily functions of the photographic section such as planning and producing the photographic and/or video recordings of the medical/scientific, administrative, and special events of the Medical Center.

Duties

Duties include, but are not limited to: Working knowledge of the uses of wide range of computer/electronic aided digital photography and of special purpose accessories including many types of film filters, diffusers lenses, and lighting sources needed to complete a job efficiently. Produce videotapes, live television programs, radio broadcasts, motion picture films, broadcast closed circuit teleconferences, and other production requests from the Medical Center Staff. Meet with clients (e.g., authors, editors, or program officials) to research the information objectives of the project, the points to be emphasized, the relationships to be stressed, and the relative degree of importance of pieces of the information to be disseminated. Set up and operate a variety of specialized cameras including video, still and digital imaging cameras in medium and large formats with accessory equipment, to obtain optimum coverage of events and products in black and white or color. Work with fellow staff member to produce aesthetically pleasing renditions utilizing the proper lighting. Plan, research, and design presentations with subject matter presentation in mind. Work independently or with the media team in production and/or reproduction services for various events such as education/training programs, medical, scientific/research, administrative projects, and others. Maintain the written technical procedures for all photographic activities. Perform other related duties as assigned by management. Work Schedule: 8:00 am - 4:30 pm, Monday through Friday with availability on some evenings and weekends. Subject to change based on agency needs. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the subject matter to be photographed and a wide range of digital photographic/video equipment; ability in selecting, arranging and lighting subjects or in photographic processing work, recording and reporting; Knowledge of photographic application software such as Adobe Photoshop software, non-linear video production software and CorelDraw software, and others; Knowledge of the most recent advancements in the field of digital photography, trends in photography, and the range of new equipment, experimental materials, techniques, or processes to create photographic products or to participate in evaluation for improvements and/or modifications; Planning and producing photographs and videotapes including coverage of live and special events as well as conditions that require modifying standard photographic methods and techniques or adapting equipment to meet specialized requirements; Knowledge of the techniques and methods for communicating information with photography/video to create media products; Working independently or collaborating with other team members for planning and advising the photographic projects and/or researching and resolving the photographic work issues. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Communications and MediaCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires physical exertion such as long periods of standing in the operating room or autopsy suite, bending over specimens/subjects to obtain the proper photographic view transporting heavy photographic/video production equipment and travel to other VISN 7 Facilities. The work involves moderate risks or discomforts such as working with the computer keyboard for extended periods of time and eyestrain can be contributed with viewing computer monitors. Work may be stressful due to the demands of a very high workload. The work requires moderate risks or discomforts such as working long hours within the operating room, performing duties in the autopsy suite, surgical cutting room, patient isolation rooms or research areas. The work requires exercising special safety/health precautionary measures and the use of protective clothing or gear.
