The Assistant Chief Supply Chain Officer (CSCO) is a supply chain management specialist for a VA Health Care System (VAHCS) and supported catchment areas, responsible for the development and integration of a cohesive supply chain. Supports oversight, guidance, management and integration of supply chain operations, including planning and coordination with fiscal, acquisition, clinical and administrative operations.

Duties

Serves as s senior logistics management specialist, integrating logistics and related support and services for the supply chain Supports the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care Executes standardize business processes, recommends performance measures and analyzes the supply chain Guides, manages and integrates supply chain operations, including planning/coordination with fiscal, acquisition, clinical and administrative operations Assist the Chief Supply Chain Officer (CSCO) with the direction of the supply chain, to include budget projections/execution for Logistics programs and contracts, utilizing an understanding of the role of logistics Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system Conducts cost-benefit analysis for procurements through the total supply chain Analyzes supply status and directs the priority of maintenance effort for organizational equipment Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures Engages customer regularly and coordinates satisfaction surveys with customers to determine their needs and satisfaction with the manner in which the logistics system is meeting those needs Advises vendors and suppliers of VHA logistics programs and business opportunities Additional duties as assigned Work Schedule: Monday - Friday; 7:30 am - 4:00 pm or 8:00 am - 4:30 pm Telework: This position may be authorized for telework. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations. Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
