The incumbent serves as the Administrative Officer (AO) for the Hinesville Community Based Outpatient Clinic (CBOC). The incumbent reports to the Chief of Primary Care Service Line (PCSL) and has final administrative decision making authority, responsibility, and accountability on issues impacting the operations of the Hinesville, GA (CBOC).

Duties

The Administrative Officer will be ultimately responsible for the successful performance of the Hinesville CBOC, specifically with regard to administrative management, clinic operations, access metrics, customer satisfaction, quality of services provided, and efficiency of service delivery. Duties and responsibilities of position include, but not limited to the following: Develop performance standards, evaluate work performance, and identify developmental and training needs of employees. Responsible for routinely assigning work assignments to subordinates based on priorities and employee's skill sets; assuring work assignments are completed in a timely manner. Manages the personnel management program for the organization, performing and overseeing the full range of human resource requirements. Serves as an approving official with the human resources office concerning personnel-related matters and recruitment. Provides for the budgeting and financial management for the organization. Provides advice to Clinic Leadership and program personnel on budgetary and finance issues. Oversees administrative support functions for CBOC clinical services including both Primary Care and Specialty Care. Assures that all expenditures are properly authorized and documented. Participates with Clinic Leadership in reviewing office needs, plans, and goals to develop budget data and justification for service needs. Manages procurement and contracting for the Primary Care CBOC. Prepares and review purchase orders for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective function of the office. Initiates and prepares contacts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justification, and communicating both orally and in writing with contracting officers and contractors. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Experience supervising administrative staff; knowledge and experience with budgeting and planning; knowledge of human resources; knowledge and experience with equipment, supplies, and quality control; experience with patient and/or public relations pertaining to a service; and skills formulating and executing annual budget for a service. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies for this position: Financial Systems Budget Administration Manages Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
