The PACS Program Application Specialist is responsible for maintaining security of the local PACS Network, users, passwords, and the protection and properly authorized distribution of patient information. Also, for maintaining Unity (Radiology Management System) for Radiology Service.

Duties

Provides guidance, instruction, maintenance and troubleshooting services in the day-to-day operations of the Picture Archive and Communications System (PACS). Analyzes problems and determines the appropriate course of action required to correct problems. The incumbent works with vendors and service staff to troubleshoot problems with hardware and software. Performs work related to the resolution of technical problems with hardware, software application, system, and user access. Understands computer systems as well as imaging systems in a LAN and WAN based environment. Develops these programs to ensure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Understands the departmental contingency plans in case of emergency and acts accordingly to implement the plan to ensure continuous patient care is not negatively impacted. Installs, upgrades, and manages of new and existing medical imaging equipment within the Medical Center. Assists with the modification of project design and specifications as they are developed, to fit the scheme of the Imaging Department. Assists in tracking and documenting all PACS equipment in required databases for inventory control and equipment replacement through upgrades. Generates all reports for management from the Radiology/Nuclear Medicine core package. Responsible for generating the incomplete exam report twice daily and providing the Chief of Radiology with the information on the exams that cannot be corrected without staff intervention. Imports all teleradiology reports into VISTA and ensures that they are uploaded into PACS. Combines multiple reports and analyses to determine appropriate steps to take to ensure all studies have been completed and/or canceled. Annually updates CPT codes and assists end users in procedure related issues. Work Schedule: Monday - Friday / 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interprets personnel management principles, theories, practices, and techniques to assist in the understanding of policies and procedures pertaining to pay, performance, recruiting, and systems knowledge. Analyzes and evaluates methods and techniques to identify and resolve procedural issues and problems. Provides a wide variety of administrative and management support services. Communicates orally and in writing, both individually and in groups, to provide information related to organizational, administrative, and procedural matters. Uses personal computers, systems/applications, and organization office automation applications (word processors, spreadsheets, databases, etc..). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves a normal amount of standing, walking, crouching and occasional carrying 10-20 pounds for a short distance and pushing an equipment cart. This position coordinates projects at the SVAMC and off-site locations. The job requires visits to multiple services and units. The work requires keen and sustained attention span and stress management over long hours. There is frequent use of a computer, keyboard, and display terminal.
