This position serves as a File Clerk in Health Information Management Service at Northern Indiana VA Health Care System. The incumbent performs duties related to the receipt, intake, and indexing of health and administrative information.
Duties
The duties of this position include, but are not limited to:
Indexing scanned document into a Structured Query Language (SQL) database.
Assist in training HIMS, clinic, ward clerk personnel as well as Community-Based Outpatient Clinic's (CBOC) staff and students in scanning key documents created on a concurrent basis.
Review and prepare records to be retired to the Federal record Center and Vault (FRC)
Incumbent will assist with duties in the Release of Information section including assisting with walk in traffic requests, answering the telephone, routing of main and/or faxed materials, and photocopying or scanning of documents.
Required to assist in training staff members and assisting with tasks during job vacancies and employees' absences.
Incumbent may deliver or receive documents from health care provider's offices or established areas.
Incumbent will locate patient medical record information in Federal Record Center (FCR) indices and request records from the FRC.
During the Health Information Management Supervisor (HIMS) absence the incumbent will take steps to resolve File Room and Scanning issues.
Must be flexible in order to undertake a variety of miscellaneous administrative duties.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 04 position you must have served 52 weeks at the GS 03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Experience: You must have one year of experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarters, or the equivalent in a college or university, or at least 200 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of equivalent combinations of successfully completed post high school education and experience. To determine: your total qualifying experience will be calculated as a percentage of the total experience required at the GS-04 grade level; then your amount of education will be determined as a percentage of the total education required for the grade level; then the two percentages will be added together. Experience in an inpatient and/or outpatient medical office setting in a role that provided a basic understanding of medical terminology and electronic health records is preferred.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary; however, pulling and refilling of records required bending, stretching, and twisting. Some walking may be required. Lifting of 30 to 35 pounds may be required.
Work Environment: Work is normally performed in an office setting in Health Information Management within this VA Medical Center.
