This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Engineering Technician administering service contracts for the project office and Monitors dam, rim dikes, berms, and abutments for signs of stress in accordance with the requirements of the Dam Safety Plan.

Duties

Administer service contracts for the project, such as janitorial service, refuse collection, mowing, grounds maintenance, pesticide application, etc. In consultation with the Deputy Operations Manager, Engineering Technician (Civil) team lead, and Maintenance Leader, determines extent and scope of work to be contracted and develops specifications for inclusion in service contracts. Develop, negotiates, administers small construction and supply contracts. Assist in the requisition and acquisition of materials, parts, equipment, and other items necessary for the operation and maintenance of the project. Monitor dam, rim dikes, berms, and abutments for signs of stress in accordance with the requirements of the Dam Safety Plan. Serve as point of contact for District Office in regard to dam safety. Maintain property inventories and disposal of excess property as directed per the regulations. Serves as Point Of Contact for General Services Administration Vehicles and Fleet Management for the Project.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain the Contracting Officer Representative (COR) Certification within 12 months of occupying the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

GS-09 Specialized Experience: One year of specialized experience which includes reviewing contract performance statements and evaluating contractor performance and monitoring contract budgets/schedules OR assisting in developing contract specifications and evaluating bids. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
