The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work of plumbing, water treatment, sewage, natural gas distribution, liquid fuel (aircraft and motor vehicle) distribution and other similar utility systems.
Duties
- Performs work planning responsibilities.
- Performs work direction responsibilities.
- Performs administration responsibilities. Inspects and tests fuel receiving, storage, and distribution facilities and performs preventive maintenance on fuel systems and components.

- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- The duties of this KEY position meets all requirements as a category 4 designation and shall not be vacated during a national emergency.
- Or mobilization without seriously impairing the capability of the parent Federal Agency or office to
function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
- Must obtain within one year of duty the State of Nevada, Bureau of Safe Drinking Water Distribution-3 (D3) and Treatment-2 (T-2) certification. Certification must be maintained as a condition of employment.
- This position is emergency essential (E-E).
- The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
- During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.
- This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
- This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-4200 Plumbing and Pipefitting Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a PLUMBER (WATER TREATMENT OPERATOR) SUPERVISOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
2. Knowledge of safety regulations, practices, and procedures. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test
equipment common to trades supervised.
3. Knowledge of fuel distribution and storage systems; of the physical properties and hazards associated with the handling of various types of petroleum fuels; and of preventive maintenance and inspection techniques as applied to fuel distribution and storage systems.
4. Knowledge of the troubleshooting, maintenance, and repair of electrical components such as electric motors, disconnect switches, starters, contactors, solenoids, and magnetic switches.
5. Skill in calibration of fuel dispensing systems and tank and pressure gauges. Skill in techniques used to measure, cut, thread, join, and fit piping and tubing. Ability to analyze deficiencies and diagnose malfunctions of system components such as automatic control valves, pumps, flow meters, etc.
6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
