The primary purpose of this position is to serve as an administrative officer responsible for providing, securing, and negotiating a variety of program management services essential to the direction and operation of AFTAC's Systems Development (SD) Directorate.

Duties
Duty 1: Acquisition and Program Management Review and Analysis. Prepares directorate program management reviews.
Duty 2: Provides Financial Management Support and Monitors Directorate Government Travel Program.
DUTY 3: Administers Directorate Defense Civilian Intelligence Personnel System (DCIPS) Performance Appraisals and Pay Pool Program.
DUTY 4: Plans, Tracks, and Monitors Directorate Manpower and Personnel Resource Requirements.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

- A bachelor’s degree in business or management is desirable, but not required.
- Experience in DCIPS, civilian performance management, and human resources rules, regulations operations, practices, and procedures is highly desired.
Qualifications
This is a GG-9 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-9 duties for the " Technician/Administrative Support" work category are at the "Full Performance" work level and are equivalent to those at the GS-9 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and administrative support positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: practical knowledge of a wide range of skills in resource management and organizational structure including budget, civilian performance management, travel, and security policy. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AFTAC, DoD, and AF policies, entities, missions, operations.
2. Ability to coordinate and/or manage official government travel, knowledge of Defense Travel System (DTS) and Government Travel Card (GTC) governance and regulations.
3. Knowledge of DCIPS, civilian performance management, and human resources rules, regulations operations, practices, and procedures.
4. Knowledge of Air Force structures, programs, and work methods as they relate to organizational, personnel, and manning.
5. Knowledge of safety and security regulations, practices, and procedures for ensuring the safeguarding of classified information.
6. Ability to communicate effectively, both orally and in writing, to produce reports and briefings which are appropriate for the intended audience, and to maintain professional working relationships.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
