Duties
The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. This position is responsible for a wide range of OCIO-facing financial management advice and assistance.
Acts as the liaison with the OCIO to ensure that the budget is being continuously monitored for accurate and up-to-date information.
Prepares a variety of complex reports, written analyses and recommendations for the Office on programmatic and budgetary matters.
Secures necessary modifications to program plans to reflect resource strategies and budgetary constraints.
Prepares and issues reports on budget and funding levels with analyses on a variety of costs for each budget line item and overall spending by unit.
Analyzes and assists in the development of various procurement actions, agreements, memorandum of understandings, etc. to determine the cost and impact on funds in respective contracts.
Provides a determination whether there are sufficient funds available, makes recommendations for the reprogramming of funds to satisfy new or changed requirements and on the effective use of and sources of untapped funds, and prepares spreadsheets needed for funding projections.
Oversees requests for purchasing and contract modifications in compliance with DOL policies and procedures and assures proper control over and use of carryover funds.
Performs other duties as assigned.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Fiscal Operations Specialist, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes:
Experience formulating budget estimates under applicable directives and guidelines for major programs.
Experience in the budget process and strategies of budget presentation to review, analyze, and edit budget justifications and reports.
Experience developing guidance, memoranda, procedures, and instructions which cover the full spectrum of accounting and financial management issues.
