Duties

You will provide overall coordination of the construction quality management program for assigned projects. You will review and provide recommendations towards the approval of contractor quality control plans. You will arrange and coordinate pre-final and final acceptance inspections, tracking completion of punch list items and supporting the close-out process including delivery of as-built drawings, warranties, O+M manuals, and spare parts turnover. You will review pre-final contract drawings and specifications. You will perform cursory review to provide recommendations towards the acceptance of an Accident Prevention Plan and actively enforce compliance by the contractor.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
• This is a bargaining unit position.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying engineering concepts, principles and practices applicable to the full range of engineering disciplines (such as civil, mechanical, electrical and environmental) to support the design, layout, execution and supervision of construction operations; 2. Solving problems encountered during construction operations; 3. Reviewing technical engineering specifications, drawings and statements of work covering complex and diverse engineering designs or changes for constructability and accuracy; and 4. Assessing how frequent changes in design or other engineering requirements affect other parts of constriction projects.
