About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Construction Engineering and Research Laboratory (CERL), INFRASTRUCTURE, SCIENCE & ENG DIVISION.

Duties

Publish technical reports, scholarly papers, and/or journal articles. Apply computer science procedures in a variety of situations and recommend effective solutions to senior scientists. Prepare proposals for research and development projects, development and coordinate project management plans, perform cost estimating for proposals, and lead execution of funded projects. Attend various meetings related to project planning, advanced technologies, and/or supporting system concepts. Integrate new software products and development practices from industry and other government agencies. Develop and/or perform computer simulations to solve engineering analysis and design problems. Identify and/or employ the affordable tools or techniques for the storage of data to address long-term objectives. Assist senior researchers with research and development project execution, cost estimates, work acceptance, development of project management plans, and project management. Solve practical computer science, engineering analysis, and/or design problems using physics-based computational models and computer simulations. Assist in the development and/or delivery of solutions in facility sustainment.

Basic Requirement for IT Specialist (DataMgt): Specialized and Other Experience: One year of specialized experience which includes Assisting in the development and/or delivery of solutions in facility sustainment such as: the Sustainment Management System (SMS) BUILDER and PAVER; Preparing proposals for research and development projects and lead execution of funded projects; Performing analysis of data in databases such as: Structured Query Language (SQL); and building information modeling (BIM); and Developing computer simulations to solve engineering analysis and design problems while using computational models. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12) The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
