You will serve as a CONTRACT SPECIALIST in the Materiel Management Department, Administration Directorate of Naval Medical Research Command (NAVMEDRSCHCMD), SILVER SPRING MD. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as a contracting and procurement supervisor for all matters pertaining to program compliance, requirements, invoicing, purchasing, contracting, contract closeouts, invoices, contracting officer representative prg and customer serv. You will ensure effective /efficient ops directly serving executive program managers and other internal and external customers carrying out research at NMRC and Naval Medical Research and Development Enterprise (NMRandD). You will as NMRC's Simplified Acquisition Procedure Contracting Officer for pre-award and post-award contract functions for procurements in support of the command’s mission, prg and projects in support of Naval Research and Development requirements. You will develop advanced acquisition planning and alternatives for projected recurring and long-term requirements. You will provide technical leadership in reviewing contract proposals prior to submission to local contracting offices to assess a broad and sophisticated range of parameters. You will function as NMRC’s Agency Program Coordinator (APC) for the government purchase card program, as assigned by MMD DH. You will oversee NMRC's Wide Area Workflow (WAWF) program ensuring efficient and timely processing all invoices and miscellaneous payments. You will develop new criteria and performance standards and prepare performance appraisals by reviewing and evaluating work performance of subordinates to ensure accuracy, timeliness, efficiency and compliance w/established procedures/instructions. You will identify and provide and/or directs training of newly assigned personnel in work methods and procedures of the directorate; and provides instructions on new or changed procedures. You will counsel employees on work deficiencies and takes corrective actions as necessary.

  • Required to serve as the Agency Program Coordinator (APC) for the government purchase credit card.
  • Required to manage NMRC’s COR program and ensures compliance with MEDIG inspection requirements.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement. Those exempted must submit documentation to demonstrate meeting the exemption. In addition to meeting the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting implementing pre-award and post-award contracting policies/procedures to conduct in-depth contract reviews, analyze procurement procedures employed - identify existing issues and concerns, and recommend or initiate action to resolve them; Utilizing principles and administrative methods of contract closeout sufficient to develop and implement a plan involving each critical step for the individual contract type parameters; (i.e., this requires pre-planning w/the contract administration office, interrelationships with other internal and external offices, and skill in interpreting contract closeout-related policies to solve unprecedented problems); Identifying and resolving complex contractual problems and issues by applying expert knowledge of regulations, policies, principles and procedures; Monitoring appropriate usage of credit cards, (e.g., government), for micro purchase methods for as many as up to 30 cardholders to include reviewing and conducting screening for compliance w/regulations; Assigning workload to team members, based on priorities, the requirements of the assignments, and the capabilities of employees; Counseling employees on work deficiencies and takes corrective actions as necessary; Tasking workload to team members, based on priorities, the requirements of the assignments, and the capabilities of employees; AND Hearing and resolving complaints/grievances presented by employees. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
