The Veterans Health Administration (VHA) at Iowa City, Iowa has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a TEMPORARY appointment (not-to-exceed 1 year). This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-5/6 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties: Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems, including Title 5, Title 38, and Hybrid Title 38 employees in the excepted and competitive service, maintaining electronic official personnel folders (e-OPF) and generating and maintaining records and reports. The incumbent will be responsible for daily monitoring of personnel information systems (for example, Manager Self Service) for actions related to the duties of the section, follows up with employee or service as appropriate for any missing information. Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, Military Status, changes in veteran's preference, leave journalizing, and Thrift Saving Plan changes). Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). By using the Guide to Processing Personnel Actions (GPPA) and the HR Smart user guide, the incumbent codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of database actions to ensure action processed; follow-up with Technical Reviewer as appropriate. Incumbent is responsible for using the Defense Finance Accounting System (DFAS) Remedy system to initiate corrections relating to the duties of the section. Follows up with the Technical Reviewer or HR Specialist on requests for corrections and/or DFAS remedy. Performs other duties as assigned. SPECIALIZED EXPERIENCE GS-5: You must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-4 in Federal service. Specialized experience is processing of personnel actions for employees under different personnel systems; maintaining electronic official personnel folders and generating and maintaining records and reports. ~OR~ EDUCATION: Successful completion of 4 years above high school education. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED) ~OR~ COMBINATION: Equivalent combinations of successfully completed post-high school education and experience to meet total experience requirements at GS-5 grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: Transcripts must be submitted with your application. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
