The primary purpose of this position, Paralegal Specialist, GS-0950-09, is to provide paralegal support to the Chief and attorneys in the Air Force Claims Service Center through the adjudication of demands and subrogation cases, legal research, writing legal documents, gathering data, management service, litigation support and alternative dispute resolution through mediation with the carrier industry.

Duties

- Serve as a paralegal specialist in the adjudication, negotiation and settlement of subrogation claims and other legal actions asserted against the carrier industry or insurance companies worldwide. - Responsible for ensuring that demands against negligent parties are accurate and in accordance with administrative board decisions, contract law, memorandums of understanding, the Code of Federal Regulations, the Federal Acquisition Regulations, the Interstate Commerce Act, Carmack Amendment and the Debt collection Act, 31 USC 3717. - Provide paralegal support to staff attorneys for rendering legal advice and preparing non-litigation legal memoranda in support of the Air Forces Claims Service Center. - Provide alternative dispute resolution through mediation with the carrier industry. - Handle basic to complex phone calls in support of the CSC's Call Center operation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-07), pay band or equivalent. Specialized experience is describedasthe ability to apply principles, concepts, and methods of legal research and analysis sufficient to perform recurring case development. Knowledge of litigation activities sufficient to gather and analyze data and to evaluate its usefulness in resolving legal issues. OR EDUCATION: Applicants must have successfully completed a masters or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree or LL.M., if related.NOTE: YOU MUST SUBMIT COPIES OF YOUR UNOFFICIAL TRANSCRIPTS WITH YOUR APPLICATION IF USING EDUCATION AS A SUBSTITUTION OF EXPERIENCE. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have equivalent combinations of successfully completed an excess of one year of graduate level education and specialized experience directly related to the work of the position as outlined above to meet the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, regulations, principles, and policies relating to personnel claims for and against the United States. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to compile information and use effective, analytical, and evaluative methods to accurately assess information. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of the Freedom of Information and Privacy Acts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: While much of the work is sedentary, there are occasional requirements for moderate physical activity, such as lifting stacks or boxes of records and for carrying heavy or unwieldy objects such as display easels into courtrooms for exhibits. WORKING CONDITIONS: The work environment involves everyday risks or discomforts which required normal safety precautions typical of offices and meeting rooms, e.g., use of safe work practices with office equipment, avoidance of tripping and falling, and observance of fire regulations. The work area is adequately lighted, heated, and ventilated.
