Duties
MAJOR DUTIES: This is NOT an all-inclusive list.
Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration(OSHA) and Air Force Occupational Safety and Health (AFOSH) directives.
Serves as an advisor concerning SHA, the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters, such as health hazard identification, evaluation and abatement; workplace surveillance; industrial casefile documentation; Issue Exception Codes (IEX); asbestos abatement; lead-based paint; ionizing and non-ionizing radiation; chemiluminescent dosimetry (TLD); air emissions; drinking water; wastewater discharges; hazardous wastes; Agency for Toxic Substances and Disease Registry (ATSDR) activities; pesticide use; environmental noise; environmental assessment; environmental sampling; and other environmental monitoring.
Surveys, inspects, and evaluates operational facilities and various activities to eliminate health hazards.
Performs no-notice, spot and special inspections of operational facilities and shops when statistical analyses and conditions dictate need; when new equipment is to be installed; and/or when hazardous conditions may exist. Identifies potential physical, biological and chemical health hazards in the workplace; evaluates exposure to workers; and prescribes corrective measures, which can include changing work processes/procedures, adding/modifying ventilation systems, making chemical substitutions, or using personal protective equipment.
Reviews plans for new and existing facilities construction projects.
Ensures applicable OSHA, AFOSH, Metacriteria are incorporated, and where deficiencies are noted, recommends appropriate changes to facilities 'environments that would assure integration of occupational/environmental health and industrial hygiene controls to prevent adverse health and environmental impact.
Interprets Material Safety Data Sheet (MSDS) for employees, management and other health professionals, and maintains the base master MSDS file.
Authorizes Issue Exception (IEX) Code for hazardous or toxic substances.
Monitors the receipt and disposal of radioactive materials.
Serves as Base Radiation Safety Officer for radio frequency radiation, ionizing radiation, and laser radiation. Interprets TLD reports as they apply to the base program, ensures unit operating instructions comply with applicable directives, and develops and monitors local emergency cleanup procedures for accidental releases.
Ensures installation compliance with the OSHA confined space standard.
Formulates workplace air sampling strategy, performs air sampling, and analyzes results.
Assesses use of and prescribes personal respiratory protection for installation personnel based on air sampling results and professional judgment.
Conducts noise surveys before commencement of new operations or work processes, and conducts periodic sound/decibel tests in facilities or other areas where potential overexposure to noise may exist, such as machine shops, compressor rooms, aircraft parking ramps, and adjacent office/shop areas, etc.
Manages the base drinking water surveillance program, ensuring full compliance with all aspects of the EPASafe Drinking Water Act (SDWA).
Contracts with consultant professional industrial hygienists on a semi-annual and as deemed necessary basis, to provide assistance and advice and/or to perform such processes as very complex testing, analysis, and evaluations involving release quantity calculations, or application of radiation physics formulas and advanced theory to do hazard distance measurements, etc.; and/or where new or modified engineering controls and operating parameters are needed, etc.
Advises on ergonomics in the workplace.
Reviews and provides input to the installation Environmental Engineer regarding federal and state environmental permit applications.
Reviews and evaluates health-related Environmental Differential Pay (EDP) requests and periodically reevaluates existing EDP situations for continued validity.
Maintains regulations, standards and manuals; supplements ANG and AF directives; and prepares correspondence and a variety of reports relative to the local IH/BEE Program.
Performs other duties as assigned.
Qualifications

Minimum Requirements:
Have experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system.
Specialized Experience:
Have at least 1 year experience at the GS-0640-09 grade? *Must submit SF 50 to validate claim*
or have at least 30 months of experience which provided working knowledge of the principles and practices related to the management of health care delivery systems. Experience with evaluations, surveys, reports of finding, and associated training of others in the areas of risk awareness/assessment and preventative measures. Experience in overseeing an occupational health and environmental quality program. Experience briefing senior leaders on related subjects.
