Duties

WHAT IS THE FMSS - Facilities Management and Security ServicesDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Security The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. - Reviews and evaluates PC eligibility, elicits pertinent information and material facts to make a decision regarding the issuance of PC. Provides recommendations for review by senior higher graded employee. Ensures all relevant materials and factors are considered in determining whether a PC can be issued. Reviews all incoming PC requests to ensure the request contains appropriate authorizations and position occupied by the proposed employee is consistent with the issuance of the PC. - Makes preliminary determinations regarding issuance of PC and type of PC issued, Civil Enforcement or Non-Enforcement. Prepares PC and all related forms and documents for review prior to issuance to authorized employees. Provides information and training to employees issued a PC, including information on appropriate use, storage, re-issuance, and annual reconciliation requirements. - Ensures that all PCs in assigned area are managed in accordance with IRM 10.2.6.15, Document 12990 and related Department of Treasury and Federal credentials guidance. Follows protocol for securing unissued PCs and maintaining an inventory control of all PC supplies. Updates PC database as required. Participates in Annual PC Inventory Validation and Reconciliation, PC title and name change activities. Takes corrective follow-up actions when directed.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: SPECIALIZED EXPERIENCE: GS-07 LEVEL: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Demonstrated experience applying security program concepts, policies, and practices. This experience must include assignments that must have shown completion of the following, or the equivalent: Assisting in conducting security reviews in order to evaluate the effectiveness of the security program; assisting a team in performing basic risk assessments to verify and ensure minimum security standards are implemented and identified. Experience assisting with the administration of less complex physical security programs (i.e., lock, key, combinations, separating employees' clearance) and assisting with basic clerical/office work associated with security equipment contracts and associated budgets. OR EDUCATION: You may substitute education for specialized experience as follows: One (1) year of graduate level education from an accredited college or university. OR Superior Academic Achievement (SAA) may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two (2) years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR Combination of Education and Experience: You may qualify by a combination of experience and education with at least one (1) year of combined graduate education and experience equivalent to that described above. SPECIALIZED EXPERIENCE: GS-09 LEVEL: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of security program concepts, policies, and practices. Experience assisting in conducting compliance security reviews in order to evaluate the effectiveness of the security program, assisting a team in performing basic risk assessments, and administering less complex physical security programs (i.e., lock, key, combinations, separating employees' clearance). Experience performing basic office/clerical administration regarding security equipment contracts and associated budgets. OR EDUCATION: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree from an accredited college or university. OR Two (2) full years of progressively higher-level graduate education leading a master's degree from an accredited college or university. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR L.L.B. or J.D., if related. OR Combination of Education and Experience: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
