The primary purpose of this position is to serve as a Gift Funds Financial specialist, performing financial management functions involving the formulation, justification, and/or execution of gift fund analysis and gift fund spending analysis, in support of USAFA's gift funds and Margin of Excellence Programs.

Duties

Provides financial management and advisory oversight of gift fund expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major gift funded programs. Formulates, establishes, and implements gift fund financial management policies, instructions, and procedures on all matters relating to gift programming, funding, and status of gift funds. Responsible for all aspects of the formulation, development, and execution of gift-funded program budgets, financial plans, and multi-year/endowed programs required to properly fund and meet gift fund program resource requirements. Represents the organization at all levels within the command and with USAFA Foundations.

  • This is a financial management Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • Employees of this position is required to comply with all Department of Defense and Department of the Air Force requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the employee to adverse action.
  • Employees are required to achieve certification IAW DoD FM Certification Program Handbook, DoDI 1300.26 and Directive –Type Memorandum (DTM) 13-004 by June 2016 for existing personnel or within 2 years of initial employment in an FM series.
  • Appointment Type: this is a Term position for 24 months.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Detailed and in-depth knowledge of the Gift Fund Planning, Programming, and Budget System and the USAFA Gift Fund Management Process; budgeting policies, regulations, procedures, and administrative and financial management systems. Knowledge of accounting, contracting, and business processes; and a basic knowledge of information technology. Analyze financial activities and develop and charts functional logic for new and revised automated financial management systems and effectively presents financial management needs to program managers, engineers, information technology specialists etc. Serves as the financial advisor within a program office responsible for weapon systems/subsystems acquisition program(s) and/or program support. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the gift fund policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of gift fund financial data. Knowledge of DoD gift fund requirements, development, and approval processes. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. Proven skills in formulating, justifying, and/or analyzing financial requirements of assigned programs. Ability to communicate, plan, organize work, and meet deadlines. Ability to gather, assemble, and strategically analyze data using financial systems to prepare budget estimates, develop best alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
