This announcement will be used to fill vacant positions within the BIA, Office of Justice Services (OJS), District 5-Rocky Mountain Regional. The incumbent will manage a detention/corrections facility and provide oversight of corrections operations to include planning, developing, coordinating and implementing detention/correctional and rehabilitation programs and accountability for program operations services for Hardin, Montana

Duties

Supervise a staff of facility Correctional Supervisors, Correctional Officers, Law Enforcement Assistants and Cooks who work shift hours. Supervise work plans, priorities, assigns work, counsels staff, and schedules and approves leave. Ensure that subordinates follow Federal statutes, Federal regulations and bureau policies. Implement administrative measures in overseeing the Corrections program such as overseeing the budget and developing, evaluating and monitoring operations to ensure the safety, security and efficiency of the detention facility. Implement policy and procedures that improves utilization of resources and the efficient delivery of services in order to maintain a facility that is operationally competent and that prevents fraud, waste, and abuse of government resources. Implement quality control plans; ensure appropriate inspections occur; proper logs are complete; providing training to BIA staff and tribes; monitoring budgets; and ensuring that the facility receives required maintenance. Develop partnerships and provide advisory and informational services to tribal, local, state, and federal agencies to improve the effectiveness of services. Provide training and technical support to BIA/tribal programs; meet with contractors, federal representatives, tribal leaders, the community and other partners regarding the corrections programs and services and complete emergency management plans. Implement health, safety and security measures for staff and inmates by overseeing the supervision of inmate movement, proper detainment orders, searches, transportation, classification, daily/weekly/monthly/quarterly/annual inmate counts. Maintain fire safety, key control, perimeter security, inmate compliance with rules and regulations, and implementing health standards and health inspections of staff and inmates.

Qualifications

GS-11:One year experience at the GS-09 grade level or equivalent planning, organizing and directing the work of subordinate personnel in a corrections/detention facility by providing guidance to staff on the custodial care of inmates, security activities, and the interpretation of departmental policy; submitting to senior officials written and oral reports on such areas as inmate records, booking and release of inmates, staff training and similar documents relative to the efficient operations of a detention/corrections facility; and evaluating a detention/corrections program operations effectiveness as it relates to staff and emergency and administrative management. OR Education: 3 full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree ora L.L.M. in correctional administration, criminology, psychology, social work, sociology, or other fields related to the position OR Combination of specialized experience and education that totals 100% of the experience requirement. IF YOU ARE QUALIFYING BASED ON WHOLE OR PART ON EDUCATION YOU MUST SUBMIT COLLEGE TRANSCRIPTS. NOTE: If you have previous law enforcement (LE) Federal experience, you must enter the number of MONTHS when you respond to the questionnaire. For example: If you have 5 years of Federal LE, you must enter 60 months, 4 years would be 48 months, etc. Otherwise, the system may screen you out. MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position.
