These positions are located in the Bureau of Land Management (BLM), Coos Bay District Office, Northwest Oregon District, and the Roseburg District Office. The primary purpose of these positions are to manage and conduct professional, research and/or scientific work that involves conserving, protecting, and the administration of wildlife species.
Duties
Salary Ranges: North Bend OR, Roseburg OR, and Springfield OR: GS-09: $54,727- $71, 146 per year
As a Wildlife Biologist in the District/Field office you will manage and conduct professional work that involves conserving, protecting, and administering wildlife species. The specialist will provide oversight and assistance to the District/Field office biology program for the management of the surrounding ecology, behavior, and conservation of habitat of wild animals as well as coordinating wildlife management programs with other natural resources activities, such as land use planning, and forest management programs.
Major duties include, but are not limited to:
Providing National Environmental Policy Act (NEPA) analysis for a variety of land management actions proposed by the District/Field Office.
Reviewing recommendations and data input from the Field/District offices on wildlife issues.
Working closely with the Field Office Lead Wildlife Biologist(s) on coordination issues with local interest groups, Tribal Councils, and other federal agencies on matters pertaining to the impact of the application of biological decisions, habitat conservation, and laws and regulations.
Serving on field-level interdisciplinary teams and writing and reviewing required biological input for environmental assessments, biological assessments, and the development of protective stipulations. Identifying impacts to wildlife habitat and Threatened and Endangered species by other resource activities.
Designing and implementing habitat improvement and restoration projects for the field office in coordination with other programs, other federal agencies, state agency representatives and where possible with nongovernment organizations.
Assisting field/district offices with surveys, including at times, serving as the crew lead, and providing advice on monitoring existing wildlife management habitat projects.
Providing input to Lead Biologists regarding (the wildlife portion of) the field/district's annual work plan. Serving as a data steward, responsible for Quality Assurance/Quality Control (QA/QC) of incoming data from field crew(s).
Serving as a Contract Officer's Representative (COR), in matters where the field/district has contracted out wildlife project, or as a Program Officer (PO) for Assistance Agreements.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your official or unofficial transcripts must be provided with your application.
Basic Requirement, Wildlife Biology Series, 0486:
A. Have a bachelor's or higher degree in biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences.
OR
B. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.
AND
Minimum Qualification Requirement, GS-09: In addition to meeting at least one of the Basic Requirements listed above, applicants must also have specialized experience and/or education to meet one of the minimum qualifications described below for the GS-09 grade level:
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Independently applying concepts, principles and methodologies in the field of wildlife biology to conduct conventional scientific or natural resource management tasks related to habitat improvement and/or restoration projects; (2) Utilizing automated systems to input data and write technical reports/evaluations; and (3) Researching, collecting, verifying, interpreting, and analyzing directions, regulations and information to develop clear interpretations of data collected for habitat improvement and/or restoration projects.
OR
Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in wildlife biology. Examples include course work in mammalogy, ornithology, animal ecology, wildlife management, zoology, such as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in the listed subjects.
OR
Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
