You will serve as the National Centers for Animal Health (NCAH) Chemical Hygiene Officer ensuring the NCAH complies with requirements of the Occupational Safety and Health Administration (OSHA) Laboratory Standard. You will convince managers/supervisor of the existence of hazardous conditions and discuss proposed new operations and materials with industry representatives and facility engineers in order to develop preventive measures to minimize potential dangers to employees.

Duties

The duties may include, but are not limited to: Conducts inspections of laboratory modules and support service locations. Records and tracks corrective actions. Identifies personnel for medical surveillance in accordance with applicable regulatory standards. Ensures regulatory compliance, including Personal Protective Equipment, Hearing Conservation, Ethylene Oxide, and Formaldehyde Program. Determines methods, procedures and measuring devices for use in evaluating the extent to which hazards are present and the effectiveness of control procedures. Maintains accessibility to chemical Material Safety Data Sheets (MSDSs) to ensure personnel that are potentially exposed to a chemical have ready access. Independently plans, maintains, and conducts training related to the Industrial Hygiene Program. Review contract, scope of work documents and construction plans for new construction and/or renovation to identify any potential occupational or environmental hazards. Assists with the management of hazardous waste, universal waste, and used oil at the NCAH. Manages the Respiratory Protection Program to include training, fit testing and selection of the proper type of respirator for the operation or hazard.

  • Work is performed in an office, laboratories, indoor and outdoor animal holding facilities, necropsy rooms, industrial settings and building mechanical spaces.
  • The work includes frequent inspections of industrial workplaces, requiring the employee to carry a considerable amount of equipment and involves a good deal of walking, standing, bending and climbing.
  • Temperature extremes are common. Exposure to disagreeable odors, working around frightened, unpredictable, and ill-natured animals, and exposure to the risks and hazards of harmful biological, chemical, and physical agents are possible.
  • You may be required to occasionally wear personal protective equipment (PPE) such as masks or respirators, hearing protection, eye protection, boots, gloves, and coveralls.
  • The health status of personnel is monitored periodically using biologic and serologic tests and physical examinations.

Qualifications

BASIC REQUIREMENT: The education must be accredited by an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR Certification from the American Board of Industrial Hygiene(external link) (ABIH). Courses in the history or teaching of chemistry are not acceptable. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Conducts industrial hygiene inspections of establishments to assess work practices and environmental conditions for hazards to the health and safety of workers, and to detect violations of published health standards. Performs a variety of additional industrial hygiene functions, such as providing technical assistance to employers, following up on abatement actions to be taken by businesses, conducting literature searches related to a specific hazard. Prepares report or portion of report, citing violations and recommending penalties and abatement dates. OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree in chemistry, biology, physics, statistics, or a related field. Note: Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
