This position is located in the Department of Health and Human Services, Program Support Center, Occupational Health Portfolio, located in Rockville, Maryland.
Duties
Develops, evaluates, and interprets PSC policies, providing recommendations regarding clinical aspects of nursing practice and nursing programs of national scope and importance pertaining to a variety of occupational health program quality and safety issues.
Tracks and analyzes PSC quality issues and safety event data to identify systemic issues and trends and devises innovative strategies to mitigate risk and prevent quality and safety problems.
Conducts special studies and develops comparative analyses to evaluate the effectiveness of corrective actions within occupational health service areas.
Provides expert clinical nursing and program perspective in the assessment of policies, projects, and data related to the measurement of quality and safety initiative within PSC and makes recommendations to PSC managers.
Prepares and reviews issue papers, specifications for regulations, issuances, manuals, reports to Congress, correspondence, and service area initiatives about quality, safety, and risk mitigation in healthcare (particularly occupational health care), including medical and nursing assessments in patient care and expert consultation in health care.

Qualifications
Applicants must demonstrate that they meet the Basic Requirements as noted below.
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Exemption: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.
To Qualify for the GS-12 Grade Level: In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one full year of professional nursing experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Applying principles and theories of nurse practices and health care services and their delivery, especially in an occupational health setting, to promote safety and mitigate risk.
Tracking, organizing, and analyzing data to identify quality, risk, and safety issues, in healthcare service delivery and recommending corrective actions.
Presenting program or study evaluation findings and recommendations for improvement based on health care best practices to stakeholders.
Collaborating with various stakeholders, both subject matter experts and non-subject matter experts, to implement health care program requirements and performance improvement initiatives.
