The primary purpose of this position is to serve as a staff specialist and lead technical consultant for item management processes applicable to the support of the customer programs as well as related logistical and financial procedures.
Duties
Serves as a consultant on item management processes applicable to the objective.
Performs a variety of staff and administration functions in support of distribution systems.
Researches and applies a wide range of qualitative and quantitative methods to identify, assess, analyze, and report to management in order to improve organizational effectiveness and efficiency.
Serves as a staff analyst and advisor to management on the evaluation of effectiveness and efficiencies of government logistics.
Provides technical oversight for organizational plans, goals, and standards, and performance capabilities of the organization.

- The duty location for this position is, TINKER AFB / OKLAHOMA, however this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes evaluating current inventory management systems in support of customer programs and applying analytical and evaluative methods to resolve management, funding, and supportability issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of organizational principles, concepts, policies, and regulations.
Thorough knowledge of policies and procedures for Item Management distribution systems.
Knowledge of major issues, program goals and objectives, work processes and administrative operations of the organization.
Ability to communicate effectively; negotiate complex issues; and maintain good working relationships. Ability to work effectively with a diverse group with a common objective.
Ability to develop, prepare, coordinate, staff, and implement policies, procedures, programs, and directives.
Have a basic understanding of material support budgeting, execution, and funds management within the Air Force capital funds.
Knowledge and skill in applying analytical and evaluative methods and techniques to a wide variety of management, funding, and supportability issues.
Work Environment:
Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
