This position is located in the Office of the Chief Financial Officer, National Finance Center, Office of the Deputy Director, Human Resources Management Staff (HRMS) in New Orleans, LA.
The incumbent performs extensive administrative work in support of the USDA Human Resources Information Systems (HRIS), including test, support implementation, and conduct data integrity reviews.

Duties
Gathers, analyzes and interprets HR data retrieved from the NFC and works closely with the team to ensure internal controls are being followed in order to protect the integrity of data in the processing of HR documents
Advises managers and human resources (HR) staff on the technical aspects of the respective HR information systems.
Designs, develops and delivers training on HR processing procedures and data maintenance to ensure data integrity.
Provides technical guidance to HR staffs throughout OCFO in the daily operations and maintenance of the systems, and the methodology for implementing new or updated applications.
Independently plans and executes assignments, anticipating and identifying potential problems and determining alternative courses of action.
Tailors communication to varied stakeholder groups and uses briefing techniques to advise senior leaders on various HR information system programs.
Requirements

Applicants must meet the specialized experience and/or education requirements shown below. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level or pay band in the Federal service or in the public sector having demonstrated experience that includes, but is not limited to, experience applying HR principles, concepts, methods, and practices; business process reengineering concepts; and/or HR information system concepts and methods to provide support for the development, enhancement, maintenance, and deployment of HR systems, programs, and projects..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Time in grade:
If you are a current federal employee in the General Schedule(GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG)requirements of 52 weeks of service at the next lower grade level (GS-12).
