THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aBUSINESS MANAGER, Position Description Number T5402000 and is part of the ND JOINT STAFF, National Guard.

Duties

As a Business Manager you will analyze and direct supply, service and/or construction contract programs characterized by high dollar costs and extending over long time periods. The magnitude and terms of the contract substantially impact the mission of the state ARNG. Provides oversight of federal funds used to execute state ARNG facilities programs contractual expenditures. Provides programmatic analysis and oversight of the state's execution of contract reimbursed with federal funds. Supervises the work of the functions. Plans, organizes, directs, controls, and reviews the full spectrum of complex purchasing and contracting operations and resources; to assure that all required services and materials are acquired for new and existing ARNG facilities and programs in a timely manner and in accordance with applicable laws and regulations. Analyzes and oversees the full range of contract management duties for pre-award through post-award and contract close-out. Prepares for, conducts or attends numerous meetings with high-level officials throughout all phases of assignments. Administers, plans, coordinates, and directs the activities of subordinate personnel these individuals may be on various types of employment status such as technicians, AGR, or state employees.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must possess a valid driver's license.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: Applicant mustpossess administrative or clerical experience, education, or training, which demonstrates the ability to analyze and direct, supply, service, and/or construction contract programs, while utilizing computer and automated systems. SPECIALIZED EXPERIENCE: Applicant mustpossess one year of specialized experience at the GS-11 or civilian equivalent, which includes 1) demonstrating by negotiating, awarding, and administering contracts; 2) reviewing procurement directives to assure compliance with established regulations; 3) providing advice, guidance and assistance to senior officials and staff regarding acquisition of services and materials' participating in pre-award and post award conferences; 4) resolving acquisition problems; 5) developing acquisition policies and procedures; and 6) planning, managing, and making decisions and recommendations. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
