This position is established to serve as Environmental Management Service (EMS) Housekeeping Aid Supervisor for the VA Portland Health Care System.

Duties

Major duties include but is not limited to: The incumbent is responsible for the planning, direction and management of this total program designed to provide a sanitary environment appropriate to a health care facility. This program consists of environmental sanitation, pest control, linen distribution, employee uniform service, recycling, waste management, furniture warehouse management, Motor Vehicle Operations and ongoing quality monitoring and improvement activity. The incumbent formulates the environmental management operating plan in consultation with Chief and Assistant Chief of Environmental Management Service. He/She is tasked with providing a suitable health care facility sanitation environment in accordance with Joint Commission on Accreditation of Hospitals, and Occupational Safety and Health Administration standards; and, as such, develops and recommends to management those methods, techniques and procedures which will accomplish programs objectives. The incumbent is responsible for the resources provided for his/her program accomplishment. He/she will: Develop fully staffed resource proposals for the consideration of management officials; ensuring proposals utilize the lowest cost options that meet program requirements Assures effective utilization of all equipment assigned Assures subordinates time is effectively used, to include managing the workload within resource and manpower available Assures the approval of overtime in advance of need, except when emergencies arise. Incumbent must possess fluent and computer knowledge of work order systems Evaluates resources required to accomplish the proposed work assignment in relation to the resource committed to ongoing and previously scheduled work operations and recommend changes to managers concerning previously planned work schedule Develops and accomplishes a periodic maintenance plan such as, carpet cleaning, wall washing, and floor refinishing and notifying department heads of needed services and repairs Establishes priorities and deadlines within the section for accomplishing planned operations. Has the authority to make changes in deadlines and priorities as circumstances evolve that may make these changes necessary Accomplishes responsibilities through the management and supervision of approximately 35-40 WG 2 and WG 3 Housekeeping Aids at a time, four WL 2 and WL 3 Housekeeping Aid Leaders at a time, two WG 2 Laborers, four WG 6 Motor Vehicle Drivers/Movers overall, three WG 2 Linen Distributors and up to 12 Compensated Work Therapy workers at one time. Work is accomplished on three different shifts and two different campuses The incumbent must work various tours of duty as needed The incumbent carries out day to day functions independently, keeping the Chief/Assistant Chief Environmental Management Service advised of special problems and unique situations. Priorities and deadlines for special projects are jointly determined. The work is reviewed on the basis of results achieved and feedback from administrative and clinical staff, patients and visitors in areas serviced Responsible for environmental sanitation and hospital housekeeping in all Medical Center clinical, administrative, research, outpatient, surgical, specialty care and public areas Develops and conducts an orderly system for program review and evaluation which results in identification or needs and in the development of realistic plans to improve the program Assures performance standards and job descriptions are issued to supervised staff in accordance with Medical Center policy and performance appraisals are conducted as appropriate Administer annual competencies and sanitation procedures to all supervised staff and provide any needed training as identified Conducts weekly written sanitation inspections to the Housekeeping Officer for use in Medical Center Quality Assurance evaluation program Performs other related duties Work Schedule: Tuesday - Friday 10:00 am to 8:30 pm Position Description Title/PD#: Housekeeping Aid Supervisor/PD21144-A Physical Requirements: The work performed may require continuous walking, standing, stooping, stretching and lifting. Manual effort may be necessary during training sessions or in emergency situations. Work Conditions: Work involves light to heavy physical effort in the following; frequently lifting or moving objects weighing fifty pounds, constant standing, walking and occasionally lifting over fifty pounds. Work is performed in all area of the Medical Center. Incumbent demonstrates a cooperative attitude towards supervisor and subordinates as well as other facility employees, patients and visitors. Be able to operate and demonstrate the use of all EMS equipment.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out The Screen out for this vacancy is the Ability To Lead Or Supervise as a Housekeeping Aid Supervisor performing duties such as Collects and disposes of trash, recycling, along with both secure and non-secure paper shredding in the appropriate containers; cleans walls using power washers or steam cleaners; cleans carpets and carpet runners, using heavy (industrial-type) vacuum cleaners and carpet extractors; Cleans and disinfects, various ceiling vents, stainless steel fixtures that can only be safely reached with ladders; Applies appropriate cleaning solutions to various types of floors (linoleum, wood, or marble), walls, and ceilings to clean and maintain such surfaces.. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
