Supports the mission of a primary health care center by purchasing services, supplies, and equipment. Review purchase requisitions for adequacy and completeness. Analyze historical price data. Evaluate offers and select vendors in accordance with Federal Acquisition Regulations and agency policy. Contact vendors to negotiate terms and conditions. Place orders. Advise customers on preparing requisitions. Interpret and apply pertinent regulations and policies.
Duties
Duties and Responsibilities at the full performance level are listed below.
Purchase complex and highly specialized services, supplies, and equipment to meet the unique requirements of the organization(s) served.
Review purchase requisitions, ensuring the adequacy and completeness of specifications and statement of work.
As necessary, directs others to revise specifications to clarify requirements or to eliminate provisions that would unnecessarily restrict competition.
Analyzes historical price data obtained from completed purchases of similar goods and services to determine whether Government costs estimates submitted by end users are reasonable and reflect relevant market conditions.
Determines the most effective purchasing methods and strategies to be applied based on the cost, urgency, and availability of supplies, use of mandatory schedules, and other relevant factors.
Evaluate offers and select vendors in accordance with Federal Acquisition Regulations and agency policy.
Contact vendors to negotiate terms and conditions.
Place orders.
Initiates amendments, extensions, and change orders as needed.
Advise customers on preparing requisitions, developing specifications, identifying qualified sources, and interpreting and applying pertinent regulations and policies. Recommend the development of additional justification or documentation to support purchases as needed.
Brief others on significant purchasing trends and developments affecting the small purchase arenas.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Grade GS-05 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) full year of specialized experience that equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-04 grade level in the Federal service. GS-04 is one grade below the grade GS-05. Examples include work experience in making purchases of specific, clearly defined items or services, using standard purchase methods.

Grade GS-06 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) full year of specialized experience that equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-05 grade level in the Federal service. GS-05 is one grade below the grade GS-06. Examples include work experience in making purchases of limited range of equipment, commodities and services, using standard methods.
Grade GS-07 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) full year of specialized experience that equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-06 grade level in the Federal service. GS-06 is one grade below the grade GS-07. Examples includes work experience in making purchases of broad range of equipment, commodities and services through a variety of methods.
Grade GS-08 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) full year of specialized experience that equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 grade level in the Federal service. GS-07 is one grade below the grade GS-08. Examples include work experience in purchasing complex and highly specialized services, supplies, and equipment to meet the unique requirements of the organization(s) served.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Education
Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5 for all positions. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable.
