Duties

This position is located in the Logistics (S-4) Section of a Brigade/Group/Troop Command of the Army National Guard (ARNG). Under the direction of the Officer in Charge (OIC) or Commander, this position functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. May serve as the organizational Property Book Officer responsible for routine accomplishment and oversight of property accountability functions in subordinate organizations. Supervisory duties are performed less than 25 percent of the work year. Performs other duties as assigned.
Description of Duties
(1) Develops, implements and evaluates the logistics and property accountability plans and policies for the organization.
(2) Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs.
(3) May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property.
(4) May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property.
(5) May establish quality control procedures and oversees the edit of all documents.
(6) Analyzes requirements, develops forecasts, directs re-allocation, and provides guidance for the execution of funds for all decentralized logistics resources.
(7) Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management.
(8) Is the primary point of contact for the conduct of new material information briefings for the command.
(9) Acts on behalf of the commander when attending logistical conferences, meetings, or other forums in which information must be provided or decisions are required.
(10) Represents the National Guard and the Commander in the community. Coordinates logistical support for community activities such as parades, celebrations, military funerals, etc.
(11) Performs other duties as assigned.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Male applicants born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.

- Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

MINIMUM REQUIREMENTS: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
