Duties

Information on the Wildland Fire Apprenticeship Program can be found at: https://www.nafri.gov/wfap/(https://www.nafri.gov/wfap/) As part of the Wildland Firefighter Apprenticeship Program, you will serve as a registered apprentice in a developmental capacity as a wildland firefighter trainee. Duties may include serving on one or more of following module types; hand crew, helitack, fire use or engine. Will fight wildland fires in extreme heat conditions. Hotshot Crew - Apprentice serves on a 20, person organized crew which is used primarily for wildfire suppression, fuels reduction, and other fire management duties. Performs all aspects of wildland fire or prescribed fire operations, however are very specialized and are generally placed in the most rugged terrain on the most active and difficult areas on wildfires. Hotshot crews are utilized throughout the country and may spend extended periods away from their home units. The crews place a great deal of emphasis on physical fitness. Wildland Fire Module - Apprentice serves on a handcrew, or on a prescribed or wildland fire module. Performs all aspects of wildland and prescribed fire operations such as, line construction, ignition device (e.g. fuses, drip torches, flares, and terra torch) use, patrolling fire line and the use of water and hand tools to perform mop-up. Performs the duties of a chainsaw operator and performs chainsaw maintenance and simple repairs. Collects fire weather data, fuel loading data, tree stand density data and fuel and/or soil moisture samples. Wildland Fire Engine - Apprentice serves on a wildland fire engine. Starts pump engine, primes pump, adjusts engine speed and pump valves, lays hose, and uses appropriate nozzles and nozzle adjustment in effective use of water and additives. Services and makes minor repairs to engine; inspects, checks and services accessories such as pump, water lines, tank, reels, or pump power plant; and keeps in fire readiness. Inspects, cleans and stows hose. Makes emergency repairs and adjustments of pump while in use. Performs line construction and mop-up activities. Performs the duties of a chainsaw operator and performs simple chainsaw maintenance. Helitack - Apprentice serves on a helitack module. Loads helicopter with personnel and cargo, considering methods, weight distribution, necessity for securing cargo, total weight, etc. Inventories and inspects helicopter accessories, fire tools, and equipment. Assures that needed tools and equipment are available for firefighting tasks. Performs helicopter longline operations and maintains accessory equipment. May exit helicopter in remote areas to assist in the construction of helispots, or to attack wildland fires, or spot fires. Performs helicopter longline operations. May serve as a rappeller or short hauler. Will fight wildland fires in extreme heat conditions and participate in search and rescue operations. Performs the duties of a chainsaw operator and performs simple chainsaw maintenance. Other apprenticeship training assignments may include: trail maintenance; may be assigned to a fire lookout for reporting of fires; with training may serve in wildland fire dispatch center communicating weather and resource status. Gathers and considers information on weather data, topography, fuel types, and fire behavior in responding to wildland fire incidents. When positioning and deploying personnel and equipment, recommends best approaches and practices to use in the protection of values at risk. Responsible for operation and maintenance of specialized equipment used to respond to wildland and prescribed fire situations. Accomplishes emergency repairs as necessary to permit continued use of equipment. In those instances when the apparatus cannot be used effectively in suppressing the fire, the incumbent takes alternative control action in suppressing the fire. Duties will be developmental in nature when filled below the full performance level. *Conditions of Employment, Continued - Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to periodic medical examinations throughout employment. - The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack. Qualifications

The maximum age is 37 (except for veterans preference eligibles). Individuals must be selected for these positions prior to their 37th birthday. Qualified preference eligibles may apply and be considered for vacancies regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307, unless the hiring agency has determined age is essential to the duties of the job. Only experience and education obtained by 10/30/2023 will be considered. To Qualify for the GS-0462-03 Six months of general experience. For this position General Experience is (1) any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Examples of General Experience include: biological science aid or technician work; forestry aid or technician work; farming or ranching work that provided a basic understanding of land use; forest or range fire control, prevention, or suppression work. -OR Successful completion of one year or more of education above high school (30 semester hour or 45 quarter hours minimum) that included at least six semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. To Qualify for the GS-0462-04 Six months of general experience and six months of specialized experience equivalent to GS-3. For this position General Experience is (1) any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Can be evidenced by farming or ranching work that involved application of cultural, soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use; or forest or range fire control, prevent on, or suppression work. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include: forestry aid or technician work; range, or soil conservation technician work that involved application of cultural, resource conservation, or land management practices; farming or ranching work that provided a basic understanding of land use and involved the application of cultural and soil and water conservation practices; forest or range fire control, prevention, or suppression work. -OR Successfully completed two years or more of education above high school (60 semester hour or 90 quarter hours) that included at least twelve semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. -OR Equivalent combination of Experience and Education cited above. For example, I have three months of general experience and three months of specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of college study that included at least 9 semester hours courses as described above (50% of the education requirement). To Qualify for the GS-0462-05 One year of specialized experience equivalent to at least the GS-04 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: forestry aid or technician work; engineering, range, or soil conservation technician work that involved application of cultural, resource conservation, or land management practices; farming or ranching work that provided a basic understanding of land use and involved the application of cultural and soil and water conservation practices; forest or range fire control, prevention, or suppression work. -OR At least a full 4-year course of study above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree with major study in forestry, range management, agriculture or a subject-matter field directly related to the position (e.g., fire science, suppression and prevention), or that included at least 24 semester hours of course work in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable toward the 24 hours. -OR Equivalent combination of education and experience. For example, I have six months of the specialized experience described in A above (50% of the experience requirement), and three years of college study from an accredited institution, which included at least 12 semester hours of related coursework as specified in B above (50% of the qualifying education). NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must submit a legible copy of your transcripts (A copy of your official transcripts will be required before entrance on duty, if selected). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-05. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-05. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
