The primary purpose of this position is to serve as Senior Medical Advisor on recommended actions being considered by all boards operating within the Air Force Review Boards Agency (AFRBA). Incumbent also advises the on high-level inquiries, proposed policies, & legislation for medical/medical-related issues. Incumbent is responsible for providing on demand medical advice to AFRBA.

Duties

Incumbent is responsible for Air Force medical advisement to the Director of the Air Force Review Boards Agency, the Medical Directorate staff, Boards where medical issues are present, and the Legal Directorate staff when legal issues entwine with medical issues, e.g., "Dual-Action" reviews, requiring knowledge, interpretation, and proper execution of medical and administrative policies, with consideration for precedent decisions. Recognized for, and exercises a high degree of professional leadership in the medical specialty. Represents the AFRBA and/or SAF/MR on specific and related medical issues at Joint, DoD, and interdepartmental levels, and with the private sector. Plans and develops training, monitoring, evaluation and review programs to maximize awareness, determine effectiveness, and promulgate standardization of consistent and competent medical reviews throughout the AFRBA.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Physician Series, 0602 +IOR. BASIC REQUIREMENT & INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the US or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association; or an accrediting body recognized by the US Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education & medical knowledge equivalent to accredited schools in the US. Evidence of equivalency to accredited schools in the US is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the US & graduate education in a foreign country, or successful completion of the US Medical Licensing Examination. -AND- Licensure Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the US. -AND- Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association or Accreditation Council for Graduate Medical Education. A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. -AND- Additional Requirements for GS-15 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: Providing knowledge of the substantive medical standards contained and/or prescribed in applicable federal laws, Department of Defense and Air Force regulations, policies, and principles pertaining to military and civilian personnel and former service members. Applying knowledge of medical treatment facility operations, Medical Evaluation Board procedures, Physical Evaluation Board appeal procedures, determinants of unfitness, eligibility for disability compensation,, and the full range of the illnesses, injuries, or disease and the interpretation of physical examination findings, evaluation of medical records, diagnostic tests, and patient interviews to determine appropriate outcome of claims. Reviewing and evaluating medical evidence and information reported by clinical medical officers or specialty consultants in order to prepare a sound evaluation for Board consideration. Using knowledge of Congressional legislation, DoD Directives, Department of Veterans Affairs, and Air Force policy guidance on all facets of Air Force Review and Correction of Records Process with primary emphasis on defined medical statutes, laws, policies, and requirements. Preparing written communication, presentations and effective oral communication on matters, issues and inquiries relating to well-founded facts and precedents which involve medical observations and/or opinions that contribute, support, and uphold board reviews and decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable TIG to be considered eligible. One year at the GS-14 level is required to meet the TIG requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet TIG. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge & experience at base-level Medical Services office and with a wide array of military personnel cases/issues and any related UCMJ research/interpretation/policy implementation. Knowledge of Congressional legislation, DoD Directives, and Air Force policy guidance on all facets of Air Force Review and Correction of Records Process with primary emphasis on defined medical statutes, laws, policies, and requirements. Knowledge of the substantive medical standards contained and/or prescribed in applicable federal laws, regulations, policies, and principles pertaining to military and civilian personnel and eligible beneficiaries. Skill in preparing written communication/presentations & effective oral communication on matters, issues and inquiries relating to well-founded facts and precedents which involve medical observations and/or evidence that contribute, support, and uphold board reviews and decisions. Ability to communicate orally & written form on SECAF policy and guidance and respond to Congressional inquiries and Air Force senior leaders. Skill in analyzing issues & formulating solutions to problems in an efficient manner. Skill in various medical research methodologies & literature searches, including computer-assisted technologies. Ability to manage several products simultaneously. Ability to independently develop necessary policies & initiate to execute the requirements of the position. Ability to review and consider all governing laws, directives, policies, orders, etc., in providing sound medical advice on a myriad of medically-based cases or those containing a medically-related premise or foundation. PART-TIME OR UNPAID EXPERIENCE: Credit is given for appropriate unpaid & part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
