Responsible for providing clinical respiratory services to Veterans at the Amarillo VA Medical Center in the outpatient Sleep/CPAP clinic. Serves as liaison to all parties internal and external to the VA to maintain a highly functional home Sleep/CPAP program that meets all VHA and regulatory standards of quality and safety. Must have a thorough knowledge of all related home CPAP equipment and regularly updates knowledge about new technologies and changes in existing equipment.
Duties
Duties include, but are not limited to:
Reviewing the medical record and Sleep/PAP Clinic consult prior to the patient appointment for determination that a patient is eligible for home PAP therapy based on the sleep study interpretation, service connection, and or other eligibility requirements
Performing home sleep study assessments, CPAP assessments, Veteran CPAP support, progress reports (departmental and/or organizational reporting), telephone appointments, prioritize patient concerns, proper follow up for evaluation, oversight for the Sleep/PAP clinics
Ensuring that all equipment and supply orders are entered correctly into the medical record
Completing remote or equipment downloads in a timely manner and making appropriate therapy adjustment recommendations to the provider based on the information obtained from the download
Documenting all relevant information in the Sleep/PAP Clinic note in the medical record
Responsible for developing and implementing new procedures or protocols based on the Mission, Vision and Values of the Heath Care System and working closely with internal and external stakeholders to enhance the patient care experience
Acting independently and performing in a professional capacity
Coordinating the work of other staff working in the Sleep/PAP Clinic, as needed
Consistently participating in constructive information exchange via e-mail, informal discussions and planned meetings
Developing quality assurance reporting and tracking monitors as needed
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor.
Licensure: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.
Credential: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.
Loss of Licensure, Certification or Credentials: An employee in this occupation, who fails to maintain the required certifications, RRT credential or license must be removed from the occupation, which may also result in the termination of employment. Once credentialed, licensed or certified, RTs/RRTs must maintain a full, valid and unrestricted license, credential and certification to practice respiratory care.

English Language Proficiency: RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Registered Respiratory Therapist, GS-12
Experience, Licensure and Credential. Candidates must:
Have one year of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level
Hold an active license and RRT credential. The following certifications are preferred but not required:
Certified Tobacco Treatment Specialist
Pulmonary Rehabilitation Certificate issued AARC
AE-C awarded by the NAECB
COPD Educator course offered by the AARC
Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs:
Ability to develop policies and guidelines regarding new and emerging procedures.
Ability to implement policies and guidelines regarding new and emerging procedures.
Ability to maintain policies and guidelines regarding new and emerging procedures.
Ability to make recommendations regarding new and emerging procedures.
Ability to perform complex analytical studies of patient care.
Ability to interpret results to coordinate the management and evaluation of patient care.
Ability to coordinate the work of subordinate staff.
Ability to manage all aspects of a complex patient care program including day-to-day operation, training program resources and fiscal management.
Preferred Experience:
Three years home PAP equipment knowledge
Hands-on experience with home equipment, not limited to: PAP, supplies, etc.
Time management oriented
Detail oriented

The full performance level of this vacancy is GS-12.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
