This position is located in Police Services. The primary purpose of the position is to monitor physical security equipment and systems.
Preferred Candidates will have a Criminal Justice Information System (CJIS) Network Operator Certification.
Duties
Performs alarm and access monitoring, tracing access patterns, programming, assigning or removing user permissions, updating databases, remotely opening and securing doors during routine and emergency operations and generating a variety of reports as needed. Assesses on-scene behavior and determines when it is appropriate to dispatch law enforcement or other personnel to investigate. Responsible for responding to alarm systems monitoring fire, access, intrusion, duress/panic, medical emergencies, psychiatric emergencies, medical assist teams, etc.
Implements policies, procedures, and methods for identifying and protecting information, personnel, property, facilities, operations, or material.
Operates an established vehicle registration and visitor management program and parking registration and/or photo identification equipment.
Issues and retrieves government issued keys and/or identification cards. Reviews requests for and issues passes and identification documents. Maintains accurate key inventory and accountability database.
Maintains accountability of Police Officer badges issued and all associated logs.
Performs administrative (non-criminal) investigations of lost keys, passes, and PIV cards for rapid assessment and documentation of any compromised access toVA property and termination of off access permissions.
The position monitors and receives routine and emergency calls from a variety of sources that need police, fire, medical or other emergency services. Determines the nature and location of the emergency; prioritizes events and commits police resources appropriately; determines what notifications are necessary based upon event type, makes such notifications and coordinates follow-up communications. Receives and process emergency calls, maintains contact with law enforcement units on assignment, maintains status and location of Police Officers and coordinates communication between agencies as needed. Answers non emergency calls for assistance.
Performs system checks on a variety of equipment used in the dispatch center. Troubleshoots systems when problems arise and resolves issues whenever possible. Conducts equipment inventories and completes records and other logs. Performs monthly alarm checks, submits reports documenting the operational status of each circuit tested. Initiates work orders for malfunctioning circuits and equipment.
Enters, updates and retrieves information from a variety of computer systems and sensitive databases. Uses state and the National Crime Information Computer (NCIC) to access sensitive law enforcement information to support field operations and investigations. Queries for items such as criminal histories, arrest warrants, drivers record, vehicle registration, stolen property, firearms, etc. Enters or updates regional and national records and/or messages to support recovery of stolen property or missing/endangered persons. Gathers and relays applicable information to law enforcement personnel in the field.
Uses the VA Police Software to research information, complete reports and logs, vehicle registrations, etc. Compiles and prepares reports related to events occurring in the operation of the police control center for dissemination of the completed products to various management officials. Generates police reports for routine, non-criminal cases such as: lost property, missing patients, etc. Processes Courtesy Violations Notices (CVN) and US District Court Violation Notices (USDCVN) in accordance with established policies. Accomplishes special projects as assigned, such as developing program statistics, reports, and other material; and extracting and compiling pertinent data to provide the background necessary for determination of program/project status.
Coordinates warrant confirmations and transports with outside agencies.
Coordinates health and welfare checks with outside law enforcement agencies.
Completes vehicle registration tasks and issues decals and permits as authorized by policy. Establishes proper tracking of parking/traffic violators and reports habitual offenders to the supervisor for additional action. Establishes and maintains physical files of parking/traffic violators.

Physical Requirements: Physical Requirements: The work is typically sedentary in nature. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work. Working on off-tours, rotating shifts or regular overtime may be required.
Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms. The work area is adequately lighted, heated, and ventilated.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Specialized Experience GS-5: You must have one year of specialized experience to at least the next lower grade, GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Operates an established vehicle registration and visitor management program; Uses start and National Crime Information Computer (NCIC) to access sensitive law enforcement information to support field operations and investigations; Monitors and directs responses to security and life safety communications, radio dispatches, telephone calls and other emergency communication circuits; Responsible for the orderly flow of communication between the police dispatch center, agency leadership and the workforce, Receives and process emergency calls, maintains contact with law enforcement units on assignment, maintains status and location of Police Officers and coordinates communication between agencies; Receives and compiles information from various sources related to police and emergency incidents, taking appropriate actions regarding intrusions, duress and hold-up alarms; Coordinates with various federal, state and local law enforcement officials for coordination of emergency situations.

Education GS-5: You must have 4 years above high school education.
OR
Combining Education and Experience GS-5: Do you have a combination of specialized experience and education beyond post-high school education (beyond the second year) and experience to meet total qualification requirements at the GS-5 level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university.
The Preferred candidate will have a Criminal Justice Information System (CJIS) Network Operator Certification.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05.
