The primary purpose of this position is to perform duties under the Defense Civilian Pay System (DCPS) as a Customer Service Representative (CSR) and functions as the Deputy Disbursing Officer (DDO).
Duties
Performs duties as Deputy Disbursing Officer and acts for and in the name of the Disbursing Officer, located at the Defense Finance and Accounting Service (DFAS) Indianapolis.
Receives and examines complex payroll authorization documents (e.g., leave authorization forms, saving bonds and allotments, employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions (e.g., doctors and nurses under Title 38, firefighters, teachers, etc.).
Provides customer service and miscellaneous duties in support of the payroll function.
Audits pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or timekeeping errors.

- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- The incumbent must be able to obtain and maintain a Secret Security Clearance
- Prior work or active duty experience to determine leave accrual may be considered for this position

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of extensive and diverse financial regulations, operations, and procedures relating to civilian pay and/or time and leave matters and disbursement to resolve nonstandard transactions, complaints, or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge. This knowledge is used to serve as the customer service liaison with the Defense Finance Accounting System (DFAS) on payroll situations involving a broad range of payroll transactions.

EDUCATION: Successfully completed one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Financial Management or Accounting. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a variety of extensive and diverse regulations, instructions, policies, and procedures pertaining to civilian pay and disbursement functions (i.e., leave rules, allowances, security regulations pertaining to security of funds and financial instrument), and procedures and knowledge of military and travel pay operations) sufficient to properly complete disbursement and civilian pay duties.
Knowledge of emergency operations during contingencies and deployments.
Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal sufficient to perform arithmetic computations common to a payroll and disbursement functions and to work accurately with figures.
Skill in compiling, researching, reconciling, and recording financial data and the ability to analyze payroll and disbursement records and reports, and take corrective actions.
Ability to provide prompt and courteous customer service.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
