This position is located in New River Gorge National Park and Preserve, in the Resource & Visitor Protection Division. The incumbent is responsible for the leadership and management of RVP and has line authority for division operations, is responsible for policy and program development, direction, management and review for a wide range of programs and activities related to the protection of park assets, park resources and park staff and visitors

Duties

MAJOR DUTIES MAY INCLUDE BUT ARE NOT LINITED TO THE FOLLOWING: Serves as a member of the Park's management team and is the principal advisor on all programs and activities related to RVP; provides advice and counsel for the resolution of park issues and problems and expert advice concerning developing and implementing management strategies and priorities. Establishes goals and objectives for RVP and monitors and evaluates operations to ensure compliance with applicable regulations, policies, protocols and approved management direction. Plans, develops, manages, and evaluates all aspects of the RVP program activities to include but are not limited to: long and short-range division planning; establishing policy, guidelines and standards; setting and tracking goals and objectives; setting priorities; negotiation, conflict resolution, and consensus building; overall program evaluation; developing and monitoring organizational alignment and effectiveness; and acquiring and allocating funding, staffing and other resources to carry out the mission of the division in relationship to park goals and objectives. Directly supervises one GS-0025-12 Deputy Chief Ranger, one GS-0401-11 Fire Management Officer (that is over the Allegheny Fire and Aviation Management Zone), one GS-0301-11 Permits Specialist, and one GS-0303-07 Administrative Assistant. The incumbent indirectly manages two GS-0025-11 District Park Rangers (LE), ten GL-0025-09 Park Rangers (LE), three GS-0025-09 Park Rangers (Rescue), one GS-0462-06 Fuels Lead, one GS-0462-07 Light Engine Captain, one GS-0462-05 and a host of seasonal positions comprised of Visitor Services Assistants, Park Rangers (LE), Park Rangers (Rescue) and Forestry Technicians. The incumbent manages a staff compliment of approximately 26 FTE. Apprehend, arrest and detain those individuals that are in violation of Federal and State laws while in the jurisdiction of the National Park Service; engage in surveillance, check points, warrant service, marijuana eradication and other law enforcement operations during their law enforcement duties and responsibilities. Responsible for the management and execution of the law enforcement program by all staff involved; this includes both commissioned and non-commissioned staff that are involved in proactive law enforcement (education, regulatory) as well as reactive law enforcement (patrol, incident response); responsible for all training, both formal and informal related to the management and execution of the law enforcement program, to include but not limited to training standards, tactics, tools and equipment and technology. Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations. Qualifications

All qualifications must be met by the closing date of this announcement-10/31/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify: Must currently hold, or have held within the past 3 years, a full (Type I) NPS Law Enforcement Commission; or be qualified to receive a full NPS Type I Commission by the closing date of this announcement based upon having completed approved NPS training as outlined by policy including: The FLETC Criminal Investigator Training Program, the Natural Resource Police Training (NRPT), Land Management Police Training Program (LMPT), US Park Police Integrated (USPPI), and National Park Ranger Integrated (NPRI). Previous Law Enforcement Experience: In addition, for positions covered under 6(c) as secondary-administrative, management has certified that a MANDATORY PREREQUISITE exists -- prior experience in a primary law enforcement position or equivalent experience outside the Federal Government, is a mandatory prerequisite. Candidates who do not meet the above requirements by close of this announcement will receive no further consideration for this position. AND EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing the overall operations and resources of a large land management organization; developing and implementing high-level strategic plans of a land management organization; applying extensive knowledge of regulations, policies, and guidelines relating to the administrative and overall management of a large organization; and handling a broad range of complex issues associated with the management of a large organizational unit. YOU MUST INCLUDE HOURS PER WEEK WORKED. VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by entrance on duty a valid Type I National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks.
