This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position will be filled on a Term NTE 13 months basis with options for extensions. This position is obligated. Please see additional information.

Duties

Utilize diversified knowledge of analog and digital electronics theories, software practices and procedures to perform a variety of duties involved primarily with the operation, maintenance and alarm clearing of digital computer switching systems. Perform system level diagnostic troubleshooting to precisely locate and solve communications failures which causes interruption to call processing. Diagnose specific problems within various subsystems and perform necessary software manipulation to restore the subsystem to normal operation. Implement preventative maintenance procedures using the following software: automatic trunk test, automatic line tests, office image, station message detail recording and automatic message accounting rotation. Plan and determine requirements for the installation of single line concept, perform maintenance, troubleshooting, and repairs to existing key systems. Utilize a high degree of skill and manual dexterity in the operation of an OTDR test unit, hot melt installation tool and a fiber fusion splicer to clean, align, adjust, and fuse fiber optics strands. Plan and accomplish assignments by applying the full range of skills and techniques in the installation, relocation, testing, maintenance, and repair of aerial and buried cable lines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be required to carry a government provided cell phone or leave a telephone number where they can be reached when they are in an on-call duty status and must respond to trouble calls within two hours after each occurrence.
  • This position requires the incumbent to have normal color vision.
  • May be required to remain at work station when other non-essential personnel are released due to inclement or severe weather and/or may be required to report for duty with other mission essential personnel in case of emergency
  • Must either possess or be able to obtain and maintain Alaska and Government Driver's License (required to commute to and from work sites across the installation).
  • This position may require to work other than standard work schedule, such as on-call duty, emergency call back or may require work during weekends or other off-duty time at manager's discretion due to mission needs.
  • This position has a lifting and/or carrying requirement of up to 70 pounds which will require incumbent to pass a pre- employment and annual physical.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) TELECOMMUNICATIONS MECHANIC ~ without more than normal supervision. Testing and maintenance of existing, new or modified data network infrastructures; installing telephone systems, circuit diagrams, and/or new copper and fiber optic cabling; inspecting and/or quality control ensuring specifications are met. - Failure to meet this Screen out Element will result in an ineligible rating. Work assignments require light to moderate effort. The incumbent must frequently lift, carry, or otherwise handle items weighing up to 70 pounds. The employee is required to work in a sitting position for extended periods and frequently must stand, bend, crouch, stoop and stay for extended periods of time in uncomfortable positions. May be required on occasion to climb poles or ladders and work in high places. Work is performed the majority of the time in well lighted, heated and ventilated areas. Work is both indoors and outdoors. Working outdoors exposes incumbent to climatic conditions of the area: such as winds, rains, cold temperatures and snow for approximately nine months of the year. Incumbent may be exposed on occasion to moderately high temperatures, dust, dirt and hazardous environments, subject to falls from ladders and poles while working on aerial cables, cave-ins and falling debris while working underground cables in dark and closed quarters, under buildings and in attics. Incumbent must take all precautions to avoid hazardous conditions and perform all work in a safe manner. Work may require use of protective clothing or equipment as authorized by the Safety Officer.
