The incumbent serves as a Program Analyst within the Executive Director's Office at the West Palm Beach VA Healthcare System. Major duties include coordination with VISN 8 liaisons for the review, assignment, and tracking of facility action items, White House Hotlines, kudos, and interactions with Congressional Office staff for documented resolution management. The individual works closely with the Patient Advocate Office in resolve complex issues and documenting within the PATS-R system.
Duties
Responsible for receiving, screening, tracking and final processing of all controlled correspondence and action items for the VISN and or VACO.
Establishes and maintains a computerized tracking system on SharePoint, for all congressional correspondence and ensures service Chiefs are aware of and follow up regarding due dates.
Reviews all written correspondence for accurate spelling, grammar, punctuation, and correctness of response.
Serves as the Congressional Liaison for the Director's Office to Congressional Offices regarding patient inquiries.
Responds to personal and telephone inquiries relating to administrative and clinical issues.
Communicate with a wide variety of individuals throughout the Medical Center, VA, Network, and form institutions and individuals outside the VA, including patients, their families and/or significant others, Congressional aides, Veterans Service Organizations and community Organizations.
Gathers and organizes narrative and statistical information using established methods and techniques such as surveys, questionnaires, interviews, various databases, such as VSSC etc. to prepare reports.
Performs focused studies, gathers information and quantitative data from historical sources, site visits, or other sources and prepares concise and accurate reports based on statistical calculations and trend analyses.
Develops and organizes meeting agendas and transcribes meeting notes into formalized minutes.
Prepares documents with correct grammar, spelling and format in a timely manner.
Responds to patients questions and concerns presented by telephone or in person and warmly routes to appropriate staff member.
Provides administrative back up coverage for activities of staff within the Director's Office Suite during absences.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00AM-4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; Maintaining suspense file reports, and other forms of confidential correspondence, with a degree of discretion and independence to ensure compliance to privacy and confidentiality standards, rules and regulations; Uses computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information; Reviewing reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity; Communicate effectively and professionally, both orally and in writing, with a wide variety of individuals, internal and external. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements/Work Environment: Position requires walking, standing, bending and prolonged periods of sitting. The work is mostly sedentary; however, it occasionally required carrying light objects such as files, books and papers.
Duties are basically performed in an office setting with a computer in the Director's Office. All work involves the use of safe work habits with office equipment and VAMC Fire and Safety regulations.
