This Accounting Technician vacancy is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), in the Oklahoma City VA Medical Center (VAMC) within Fiscal Service. The primary purpose of the Accounting Technician position is to provide accounting support for the most complex accounts which involve a very large number of organizations and programs, or which require analyses and accounting determinations within a complete accounting system.
Duties
As the Accounting Technician your duties may include but are not limited to:
Audits payment documents received from vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness.
Forwards invoices to service that require certification.
Processes invoices for payment in FMS or forwards invoices to the Invoice Processing Payment System (IPPS) as appropriate.
Posts payments to obligation documents when payments are processed. Processes 2237 and 1358 obligations and modifications daily according to accuracy, validity, and funding availability.
Balances and reconciles reports, statements, summaries, and trial balances with supporting accounting data on a daily/weekly/monthly/yearly basis constituting a complete reconciliation.
Initiates corrective action to reconcile records.
Receives and reviews a wide variety of obligation.
Documents including purchase orders, contracts, travel orders, and similar documents for obligation against appropriated funds.
Reviews document's accuracy and regulatory compliance to ensure they are authorized in accordance with regulations, charged to the applicable appropriation, and that funds are available to cover the obligation.
Analyzes information from these sources to determine its impact on the report as this reflects in
various accounts.
Submits required reports after verifying data on printouts. Analyzes and controls all accounting documents requiring posting to the general ledgers and subsidiary ledgers of the installation.
Determines by analyzing the nature of documents, and necessary subsequent actions within the Branch.
Analyzes accounting reports, records, and supporting documents of the installation and initiates adjustment action as may be required. Reviews accounting data to determine the accuracy of supporting information provided.
Advises Lead Accounting Technician or higher graded accountants of extraordinary or recurring
problems.
Coordinates the input and output accounting requirements with serviced program areas.
Distributes systems-generated accounting output.
Reconciles transactions by others (TBO) vouchers to determine the accuracy of input for assigned program directors.
Analyzes, codes, and processes all types of accounting transactions involving various types of funds ensuring the accuracy and completeness of the information provided in accordance with regulatory requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Microsoft Office experience, including Word, Excel, and Access, Intermeditate level computer skills, reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations (including GPF & CWT) for the medical center. Reconciles and balances the Accrued Services Payable and Undelivered Orders Reports in FMS and IFCAP monthly. Serves as the administrator invoice payment processing monitoring access, routing payments, and reviews aging invoices. Knowledge of extensive and diverse accounting, budget systems to reconcile errors and require an understanding of nonstandard procedures or to assist in the development of automated procedures and or extensive and diverse accounting, budget, or other financial regulations. Serves as Alternate Agent Cashier, which is responsible for the collection and disbursing of funds appropriately.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The employee spends most of the time seated at a computer; however, walking, standing, bending, or carrying light items is required. Also, duties of filing and running errands may be required. The amount of time sitting at the computer will be 85% of work time.
