The primary purpose of this position is to provide expertise in support of Air Force and DoD wholesale policy as related to various aspects of Material Management programs through developing, organizing, coordinating, and analyzing current and future system operations.
Duties
1. Performs supply management functions to analyze and develop USAF policy required to implement DoD and USAF wholesale supply policy and procedures for Air Force-managed weapons systems.
2. Develops, refines, analyzes, and issues program policies of Department of Defense-wide impact.
3. Technical expert on highly complex and sensitive projects by initiating, directing, and performing special, in-depth, studies.
4. Serves as the Air Force representative to DoD task groups to develop, evaluate, and coordinate logistic plans and incorporate them into overall Air Force logistics program plans.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes supply management procedures, regulations and acquisition logistics requirements, contract procedures and evaluations, and specification development. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of AFSC, Air Force, DoD, Defense Logistics Agency (DLA) wholesale and retail supply processes, with particular emphasis on the Stock Control System (D035AIB/C).
2. Knowledge of the structure, interfaces, procedures, and uses automated supply systems and databases, and their relationship to DoD, Air Force and command policies and procedures.
3. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the programs and organizations studied or served, and related customers, functions, resources and users.
4. Ability to meet and deal with internal and external customers using a high level of tact and diplomacy.
5. Ability to recognize and analyze problems, conducts research, and develops timely and economical solutions.
6. Ability to originate new ideas, studies, methodologies, and to plan and execute complex, multi-faceted projects.
7. Ability to develop, prepare, coordinate, staff, influence, and implement supply management policies, procedures, programs and directives.
8. Ability to communicate effectively, both orally and in writing, at senior officer/executive level.
9. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
