Duties

Meets with visitors to provide information concerning points of interest, travel routes, historical and natural features, site use opportunities and limitations, and park activities. Posts daily weather, flash flood, and road conditions for the safety of visitors. Closes areas when conditions warrant Provides applicants information on issuance of permits; takes initial application for permit; informs permit holders of action required to correct minor violations of permits and resolves major violations. When applicable, inspects private mooring facilities to ensure issuance of and compliance with terms of permit. Ensures that commercial outfitters are in compliance with SRP stipulations; to include conformance with laws and land use plans, public safety, resource protection, etc.; and handling suspected violations. Reviews visitor use patterns and their effect on the resources; instrumental in making changes in operations or facilities when necessary. Ensures protection of property from visitor related depredation. Controls traffic in visitor use of facilities. Develops interpretive programs, conducting independent research of topics using sources such as records, books, files, and, where appropriate, interviews with people who have personal knowledge of a particular site or event. Presents a variety of formal and interpretive programs to include but not limited to, orientation talks, environmental education programs, conducted walks, demonstrations, and campfire programs. Coordinates projects identified in the annual work plan; including planning, designing, surveying, construction, and maintenance of trails, campsites, etc., as required. Gathers and analyzes data related to existing recreational resources to recognize prominent trends. Prepares recreation areas/sites for visitor use, to include planning, operation, and required maintenance. Plans day-to-day operations of a recreation area or site that provides such facilities as camping, water sports, or picnic areas; coordinating routine activities with maintenance personnel. Performs day-today operations at a visitor center or customer use area that provide facilities such as campgrounds, picnic areas, trails, and/or other specialized recreational opportunities.

Qualifications

This is not a Law Enforcement Position. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-05 grade level, you must possess one year of specialized experience equivalent to GS-4 level. Examples of specialized experience may include: explaining regulations to park visitors; providing information and advice on park activities; collecting fees; issuing reservations and permits; conducting guided tour programs; maintaining recreation facilities or trails; or monitoring special recreation permits. -OR- Successful completion of four year course of study above high school leading to a bachelor's degree with at least 24 semester hours of related course work. -OR- A combination of experience and education to meet total experience. To qualify for the GS-07 grade level, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: explaining regulations to park visitors; providing information and advice on park activities and resources; performing security patrols in a park or similar area ; collecting fees; issuing reservations and permits; developing and conducting guided tour programs; maintaining recreation facilities or trails; monitoring special recreation permits; or assisting with supervision of seasonal recreation technicians. -OR- Education: Successful completion of one full academic year of graduate level education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. - OR - Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for the GS-09 grade level, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: park guide or tour leader; archaeological or historical preservation research work; forestry and/or fire management work in a park, recreation or conservation work in a park; manage, assist, or perform program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; planning day to day operation of a recreation area providing such facilities as camping, water sports, picnic areas, or coordinating routine activities with maintenance personnel; advising visitors concerning safety, fire prevention, and proper and authorized uses of recreational facilities. - OR- Education: Successful completion of two full academic years of progressively higher graduate level education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Physical Demands: Work is primarily carried out in the field, and often of a strenuous, physical nature. Field work requires the incumbent to be capable of driving 2 and 4 wheel drive vehicles, mountain bikes, dirt bikes, all terrain vehicles (ATV's), and other equipment. Walking is required in rough brush and steep terrain for hazard reduction, field inspection, search and rescue, maintenance and development projects. The incumbent must be able to lift 40 pounds to shoulder height. Work Environment: The incumbent is required to work in a diverse environment, from an office setting to rough, steep mountainous terrain. Field work is performed out doors in a Mediterranean-type climate where summer temperatures can exceed 100 degrees Fahrenheit, and winters are much colder. Motor vehicles are operated on highways and off-road. While operating vehicles and equipment, the incumbent is required to wear BLM supplied safety equipment. The incumbent will be exposed to ticks and other stinging insects, snakes, bears, mountain lions, and irate users of public lands.
