This position serves as an administrative staff resource to the regional Mobile Prosthetic & Orthotic Care (MoPOC) program. The administrative responsibilities include planning, organizing, and coordinating the activities of the MoPOC clinicians under the direction of the MoPOC Program Manager. He/she works in a dynamic work environment as part of the clinical and administrative teams.

Duties

The work requires knowledge of the operations, procedures, and techniques associated with the MoPOC program. The incumbent will also frequently serve as the point of contact for healthcare providers across the medical center and CBOCs seeking information pertaining to MoPOC program policies and for care coordination for specific patients. This includes assistance with route planning, data collection, prosthetic device and component procurement, management of patient interactions for the coordination of care, maintenance of an inventory management system, coordination of vehicle maintenance services and tracking of clinician training schedules. Excellent organizational skills are required in the management of MoPOC clinician schedules. The incumbent must build and manage several clinics electronically using existing administrative software tools, as well as coordinate the availability and management of clinical space for clinicians in multiple CBOCs, along with patient home visits and other off-site patient visits as needed (e.g., assisted living facility). He/she communicates with appropriate purchasing staff to ensure smooth timely procurement of all purchases required by clinical staff. The incumbent will manage ordering, receiving, and ensures that field-based clinicians receive goods necessary for patient care (e.g., prosthetic parts), frequently by boxing and shipping medical goods. The incumbent is an area point of contact for patients seeking mobile Prosthetic care. Incumbent facilitates collaboration and coordinates patient care plans with VA Amputee Clinic, Specialty Bracing Clinic, and other VA clinical services as necessary, as well as Veteran Prosthetic benefits through coordination with VISN Prosthetic Representatives. Incumbent will monitor clinical productivity by tracking numbers, types, length, and complexity of patient encounters, and will compile reports based on those activities. Incumbent must regularly review clinical mapping to ensure that provider workload is accurately captured. Incumbent will produce recurring and/or canned reports on clinician workload. Incumbent ensures that the clinical staff adheres to applicable reporting requirements. Coordinates incoming data from a variety of sources including the electronic health record and verbal communications as applicable. Serves as primary timekeeper for the local MoPOC clinician(s). Incumbent plans and/or accomplishes special projects. The incumbent is responsible for the coordination and completion of projects which may include coordinating efforts for local MoPOC public relations opportunities. Incumbent is responsible for preparation of information requested for various oversight inspections such as for Joint Commission, OIG, ABC, etc. such as both internal & external policy, QI data, meeting minutes, and other required documents. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm at first, then transitioning to permanent schedule of Monday - Thursday, 7:00 am - 5:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support; Collecting, compiling and tracking data and information; Processing documents and reports; Monitoring clinical productivity; Establishing, updating and maintaining office files and records; Performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; Timekeeping duties; Answering telephones, referring visitors, and providing information. GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, scheduling, organizing and coordinating the activities of a clinical team; Building and managing several clinics electronically; Verifying information in health care provider files; Providing quality control checks on data; managing multiple projects and priorities and meets deadlines; using software applications such as word processing and data bases and internet database applications for data entry, file maintenance and data retrieval; and researching reference materials, regulations, and standards to identify appropriate action necessary to correct problems or issues. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent may need to lift prosthetic supplies and components weighing up to 20 pounds several times per day.
