This position is located within VISN 4 Stars and Stripes Network and reports to the Chief Health Informatics Officer. The purpose of this position is to serve as a DRT Regional Technologist developing strategic plans for the enhancement of clinical care through the development, acquisition or implementation of new or innovative PACS, image processing, and imaging information systems.
Duties
The DRT Regional Technologist has authority and responsibility for the development, oversight and coordination of VISN 4 PACS, image processing, and imaging information systems; managing the implementation, oversight and use of clinical technology, the electronic medical record and clinical data to achieve the maximum benefit of PACS, image processing, and imaging information systems across the VISN. The incumbent leads the VISN 4 Imaging Program for a large integrated health care operation. The program's effectiveness is based on the incumbent's ability to drive complex and dynamic, industry and government-derived rules, regulations, policies and guidance downward into the operation to ensure health care services delivered are accurately depicted in revenue generating coding actions. The incumbent is responsible for deployment of VHA health care informatics program initiatives, performance metrics, goals and attainment of the national strategic plan.
Major duties and responsibilities include, but may not be limited to:
Advocates for PACS, image processing, and imaging information system needs at individual sites and across the VISN 4 Stars and Stripes Network.
Developing, or participating in the development of, workforce staffing standards for imaging specialist personnel based on national guidance and/or independent analysis.
Ensure each facility has the requisite staff to complete PACS, image processing, and imaging information system functions. S/he acts as a consultant for VISN 4 facilities, when requested, to assist with the development of position descriptions, staff recruitment and performance-based interviewing.
Develops, participates in and chairs multidisciplinary VISN and/or National Committees; as a member of the informatics community, promotes collaborative working relationships and informatics education and awareness. S/he represents interests before the Office of Information and Technology (OI&T), Information Security and the VHA Office of Informatics.
Supports medical center managers by providing expert advice and guidance in ensuring that facility imaging staff members have the educational backgrounds, experience, training and/or certification consistent with the requirements of the program.
Through VISN and local committees, workgroups or via other processes, the incumbent creates and sustains a collaborative clinical applications/imaging community in VISN 4 to facilitate the sharing of best practices across facilities; supports growth and development of imaging staff; disseminates information; and monitors the status of projects/initiatives across the VISN's facilities.
Working within medical center resources and with staff, ensures that facilities have appropriate emergency and disaster contingency plans developed and in place for unanticipated disruptions, including planned and unplanned computer downtime to imaging services, CPRS and other applicable software. Incumbent ensures these plans incorporate National, Network and local standards.
Serves as a liaison between facilities and national program offices to provide communications about current or upcoming initiatives, projects and/or problems. Supports the VISN in ensuring that the PACS, image processing, and imaging information systems and facilities comply with internal and external (Joint Commission) accreditation processes.
Develops VISN strategic plans for the enhancement of clinical care through the development, acquisition or implementation of new or innovative PACS, image processing, and imaging information systems.
Serves as a specialist/integrator in the implementation and ongoing support of multi-service clinical software applications through education, and coordinating with OI&T, Biomedical Engineering, facility clinical applications and leads, informatics staff, business, administrative and business personnel.
Performs other duties as required.
Work Schedule: 8:00am - 4:30pm, Monday - Friday (may include weekends, holidays and on-call periods)

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grade Determinations: GS-0647-12, DRT Regional Technologist
Experience: Candidates must have at least one year of experience comparable to the next lower grade level that fully meets the KSAs at that level (Knowledge of contingency plans during equipment downtimes; Ability to act as liaison for Radiology with biomedical engineering and OI&T; Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems; Ability to lead a team of multidisciplinary members in accomplishing strategic planning and integration of PACS and network elements; Ability to perform complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links, AE titles, individual and user group creation and access management, etc; Knowledge of VA and other national guidelines pertaining to PACS network, VistA imaging, and database security. vii. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation.).
Knowledge Skills and Abilities (KSAs): In addition to the specialized experience at the next lower grade level, candidates must also meet the following KSAs:
Knowledge of VISN or national initiatives and/or intra-agency workgroups or committees
Ability to develop and/or recommend national policies and/or directives
Ability to perform VHA Central Office special projects and activities
Skill in managing resources at a complex facility or organization, i.e., space, equipment, supplies, personnel a regional or national level.
Preferred Experience: Project management, manage large projects; Informatics or Data Analytics; Experience with PACS systems

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity.
