Incumbent processes incoming and outgoing mail and express mail; routes internal mail throughout the Medical Center. Provides relief for the reproduction equipment operator. Performs work of a general office support nature which encompasses a variety of different duties and responsibilities. Performs administrative and/or clerical procedures to support a variety of office functions.
Duties
The duties and responsibilities as a Mail Clerk for VA Eastern Kansas - Topeka includes but are not limited to;
Sorts and distributes incoming and outgoing mail to include packing and forwarding outgoing materials in compliance with VA and Postal requirements.
Examines the outgoing mail and determines through postal regulations the most inexpensive method of processing.
Maintains the metering equipment and ensures that the equipment is functioning properly as well as monitoring the meter to ensure that there is sufficient postage in the metering equipment to allow outgoing mail to be processed without interruption.
Order the postage for the meter in a timely manner to ensure uninterrupted service of the metering equipment.
Maintains appropriate filing system of In/Out Patient status, including forwarding addresses of former patients, employees and physicians. Uses the DHCP Computer System for patient information and Medical Center mailman.
Receives and returns claim folders, military records, x-rays, cash receipts and records of transferred patients.
Answers the telephone and provides necessary information in compliance with VA regulations to physicians, employees, inpatients, outpatients and other hospital staff.
Assists in maintaining adequate office supplies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Advancement to positions up to GS-5: Applicants may be advanced without a time restriction to positions up to GS-5 if the position to be filled is no more than 2 grades above the lowest grade the employee held within the preceding 52 weeks under their latest non-temporary competitive appointment.. For a GS-4 position you must have served 52 weeks at the GS-2. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
General Experience: You must have one (1) year of general experience. The experience could have been progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school). OR,
Combination: Possess equivalent combinations of successfully completed post-high school education and general experience may be used to meet total experience requirements. Determine the total qualifying experience as a percentage of the experience required for the grade level; then determine education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.

Physical Requirements: Long periods of standing and walking while sorting, delivering mail. Lifting and carrying of moderately heavy material, up to 50 pounds, while packaging and dispatching.
