Duties
Serve as coordinator and technical advisor for one or more outdoor recreation programs. Provide recommendations to managers on recreation program needs, priorities, and strategic goals.
Represent the local office manager when working with other internal and external organizations. Advise and assist in the development and timely dissemination of information concerning program activities and responsibilities.
Coordinate with managers, planners, and resource specialists to identify recreation program requirements and resource needs on a local scale and develop long and short-term outdoor recreation plans to address needs.
Develop and maintain effective working relationships with academic institutions, advisory boards, non-governmental organizations, and interest/user groups concerned with public land management.
Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments, and review, and/or edit content that address recreational topics.
Recommend priorities to be included in annual work plans related to the recreation program(s) managed. Monitor the operating budget for the recreation program(s) managed and regularly report on status to management.
Research and identify opportunities for grants, financial assistance programs, and other funding requests to ensure adequate funding and support.

At the GS-09 Level:
Specialized Experience: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service as an outdoor recreation planner or directly related position. Examples of specialized experience include conduct inventories and studies to determine recreation visitor use and site suitability; prepare recreation activity plans; work on environmental assessment projects related to recreation activities; process special recreation use permits including supervising events and performing compliance monitoring; coordinate the planning, operation, fee collection, maintenance of developed campgrounds and trailheads.

Education: Two (2) years of graduate education leading to a master's degree or equivalent degree in outdoor recreation planning or a related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning or recreation, that included 1 or more courses in outdoor recreation. I will provide a copy of my college transcript(s).

Combination of Education and Specialized Experience: An equivalent combination of the type and level of experience and education described above. I will provide a copy of my college transcripts. Only graduate level education in a field directly related to the position being filled in excess of the first year may be combined with experience.
At the GS-11 Level:
Specialized Experience:One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service as an outdoor recreation planner or directly related position Examples of specialized experience include applying outdoor recreation principles and techniques with little to no oversight, work on environmental assessment projects related to recreation activities, resolving internal and external conflicts, and proposing solutions to issues.

Education: Have completed a PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, in outdoor recreation planning or a directly related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation, that included 1 or more courses in outdoor recreation. I will provide a copy of my transcripts.

Combination of Education and Specialized Experience: I have an equivalent combination of the type and level of experience and education described above. I will provide a copy of my college transcripts. Only graduate level education in a field directly related to the position being filled in excess of the first two years may be combined with experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.

This position falls under the Outdoor Recreation Planning Series 0023, Administrative and Management Positions. There are Individual Occupational Requirements (IOR) for this job series.
Individual Occupational Requirements (IOR):
Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation.
Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:
- Ability to deal with people of differing backgrounds and behavioral patterns.
- Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
- Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
- Preparation or review of plans and programs for natural resource utilization and recreation area development.
- Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL of your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
