This employee is located in the Forest Service, Washington Office Headquarters and is assigned to the Sustainable Forest Management Research unit. The employee serves as a National Program Leader for the Bioclimatology and Climate Change Research Program providing scientific expertise nationally on climate change, biogeochemical and atmospheric sciences, and leadership. Duties

Develops and plans the Climate Change and Bioclimatology National Program. Assesses the adequacy of existing activities for the entire assigned program, identifying emerging issues and problems and anticipates the need for additional knowledge. Recommends which program components and activities should be initiated, expanded, maintained, curtailed, or dropped and when and why such actions should occur. Acts as the authoritative, nationally recognized professional, scientific, and/or technical expert for the bioclimatology and climate change research program. Utilizes exceptional creativity and ingenuity in the development of plans and proposals to address complex, emerging issues affecting the assigned program. Establishes and maintains partnerships with other government agencies, NGOs, and private organizations. Proposes adjustments to better integrate program activities with other programs to increase service to clients. Coordinates program activities within and across the agency mission areas. Builds support for the program internal and external customers. Provides leadership, allocates resources, and implements activities to accomplish agency multicultural organization direction, and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives.

Qualifications

To qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Basic Requirement: GS-0401: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or disciplines directly related to the position. OR A combination of education and experience with courses equivalent to a major as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-15 grade level, one year of specialized experience equivalent to at least the GS-14 grade level is required. Graduate level education alone is not qualifying at this grade level. Specialized Experience is defined as all of the following: -Serving as a consultant and advisor to policy and decision makers as a recognized authority in climate change, biogeochemical, or atmospheric sciences research; -Providing strategic network leadership to establish natural resources research program vision and build coalitions locally and nationwide; AND -Building strategic alliances with other agencies and organizations to enhance delivery of programs, science, and information related to forest management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for specialized experience.
