This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent serves as a Project Manager for assigned Military and Support Others environmental projects within the Savannah District. The Project Manager will also coordinate Technical Managers in Engineering Division, Construction Division, Real Estate and Contracting.
Duties
Serve as a project manager, responsible for the overall management, control, coordination and execution of assigned projects.
Represent the District Commander and serve as the district's primary point of contact for assigned projects with customer(s), Federal, state and local government agencies, Congressional interests, others.
Evaluate and assist in the assessment of environmental effects of proposed actions in order to allow informed decision-making using a systematic, interdisciplinary approach.
Organize work, set priorities, monitor progress, evaluate outcomes, and determine resource requirements for project accomplishment; oversee, negotiate, review, and interpret contracts.
Implement corporate decisions, guidance, laws, regulations, and policy.

For the Interdisciplinary (Project Manager), GS-XXXX-12, you must possess one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: Experience with an overall knowledge of Program and Project Management; to include the planning, scheduling and management of both Direct Funded and Reimbursable Projects; Demonstrated working knowledge of the regulations & policy governing the management of Environmental Programs for DOD, Army and AF MILCON and Interagency and International Support Reimbursable Programs, including demonstrated proficiency in the regulations and policies that govern the various appropriations to include: Environmental Quality, Installation Restoration, Military Munitions Response, Formerly Used Defense Sites, and Base Realignment and Closure (BRAC); Experience in the preparation and management of Acquisition Plans, Strategies, Statements of Work, Source Selection Plans, and the ability to lead SSEBs for contract/task order award of Military Construction projects, to include both Direct and Reimbursable Programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
