Hudson Valley Health Care System Education and Staff Development Service has two vacancies for a Training Specialist. The position is substantially involved in course development using recognized industry methods and standards by focusing on the measurement of outcomes with instructional support for Medical Center Education Programs.
Duties
Major Duties Include (but are not limited to):
Course/Education Program Development - 75%
Contributes, evaluates, delivers, plans, develops, promotes, implements, and schedules presenters and participants for existing and new educational programs and projects. Designs curricula/trainings as needed for assigned topics. The position will perform work such as related to coordinating projects for the development and implementation of full-length training courses or course materials. Evaluates training using the Kirkpatrick Method and designs courses with the Instructional System Design process.
The position provides extensive knowledge and experience in course development or modification by adapting or revising courses to meet student needs. Responsible for determining learning objectives, organizes course content, and develops instructional design plans for full length courses. The position develops innovative and effective methods for improvement in education or training programs. Links education curriculum with Medical Center mission and strategic directives.
The position is responsible for developing and delivering specialized skills training and developing strategies when developing and delivering best practices content in subject areas specific for the facility such as Servant Leadership, Communication Skills, and Public Speaking. Instructs in the classroom and via modalities such as Teams to advance the growth and development of employee attendees.
The position develops and presents a plan to the Designated Learning Officer (DLO) for approval and provides ongoing advice and assistance in the curricula/training development and implementation.
Conducts mini-needs assessments and develops training modules based on the survey results. Creates surveys and course evaluations. Summarizes data, trends and/or opportunities and presents recommendations for new courses or course modifications to the supervisor. Revises content to ensure clarity or to incorporate policy/program changes based on evaluations and feedback provided by the participants.
TMS -15 %
Serves as a TMS Learning Manager, Item Manager, Assignment Profile Manager, Assignment Manager, User Manager, Item Manager, Scheduling Manager, Registration Manager, Help Desk Manager, Report Manager, Question Editor Manager, Manage Self Enrollment Manager, and Manager Self Enrollment Help Desk Manager for VHSO. Serves as Point of Contact (POC) and advocate for TMS. Acts as a Talent Management System (TMS) Learning manager.
Ensure education requirements at facility are included in TMS system set up and management. Create assignments of appropriate training to local users, through the use of assignment profiles.
Deliver briefings regarding the TMS as required to managers, supervisors, and other leaders. Verifies database information in the TMS. Monitors external events entered the TMS.
Ensures all staff have access to TMS by creating new accounts, provide password and login assistance, and resolve employee issues in TMS. Plays a key role in ensuring mandated education and training are completed. Assigns and removes training to employees, provides training to local TMS admins for assistance with their service. Create non-employee TMS accounts. Troubleshoots issues with all users, works with TMS national help desk to resolve issues in a timely and effective manner.
Education Operations -10%
The position develops and promotes the educational programs mentioned by stimulating activity, providing direction, publicizing education program accomplishments, and soliciting resources to ensure program success. The position publicizes educational program offerings and accomplishments and solicits resources or other forms of support, such as collaboration/cooperation from executive leadership and presenters, to ensure program success. Independently serves as a catalyst for assigned educational program(s).
Analyzes the need for personnel, space, supplies, and materials; prepares budget requests, identifies potential fiscal support and resources for the LEAD program, NEO, and onboarding of new employees.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS 9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to train and instruct within a health care environment; Develop and maintain training materials and curricula; Assist senior specialists evaluate courses to enhance overall program; Conduct training studies and analysis in functional specialties or subject matter areas; and/or Coordinate training activities. (Experience must be thoroughly documented in your resume to receive credit for experience.) OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or
2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a BS degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Ability to train and instruct within a health care environment; Develop and maintain training materials and curricula; evaluate courses to enhance overall program; Conduct training studies and analysis in functional specialties or subject matter areas; and/or Coordinate training activities. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience: Recent experience with the following: working with an on-line learning management system; development of interactive e-learning; and working with media and multi-media resources to provide a vivid and engaging learning experience. Recent experience is within 3 years. Proof of lifelong learning demonstrating a personal enthusiasm for one's own development and growth. Experience with leadership development is essential, Supervisory experience a plus. Masters degree is highly desirable.
Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to
perform the work. Work is sedentary and the position may sit comfortably. There may be some
walking, standing, bending, carrying of light items, etc. Fieldwork may involve traveling to
meetings. conducting education programs. and locating sources of information.
